不过，这一“拆除-重建”的改造计划受到当地部分市民的激烈反对，当时一度传出“马德里7万市民联名上书反对拆除西班牙大厦”的消息。同时，当地执政党更换，新任马德里市长也否决了对于西班牙大厦的拆除计划。拆建阻力重重，这也导致了首富的退出。
