近年民用无人驾驶航空器（无人机）的生产和应用蓬勃发展，其遥控驾驶人员的种类和数量也在快速增加。但中国目前对无人机的飞行监管尚未有明确的法律限制与飞行标准。

据他介绍，民用无人机属通用航空范畴，操作者和机器应有相应资质才能飞行，在没有强制性法规管理的情况下，国家民航局出台的管理规定相当于行业“法规”。

柯玉宝称，国家民航局飞行标准司将对《暂行规定》进行修订，加强对无人机视距内运行时的管理。按保守估计，中国民用消费级无人机持有者超过10万人，但至10月中旬，通过培训考试的持证人员只有近8000人。
