Report: China's air quality situation is still grim

China News Agency, Beijing, July 5 (reporter Ruan Yulin) of Chinese Academy of engineering, in conjunction with the State Department of environmental protection to 5th in Beijing issued air pollution prevention and control and the results of the mid-term evaluation of the plan of action. Evaluation results showed that China's air quality improvement effects are already visible. National fine particulate matter (PM2.5), particulate matter (PM10) concentration decreased. But the situation is still grim for ambient air quality, heavy pollution problems in winter.
To solve the severe problem of air pollution, improving air quality, in 2013, the State Council promulgated implementing the plan of action for the prevention of air pollution (the ten rules of the atmosphere), proposed 10 article 35 priority measures, specifically requested by 2017, the national level of urban particulate matter concentrations lower than in 2012 more than 10%.

Assessment that atmospheric pollution control set out in article 10 and the right direction, implementation and protection measures are effective, air quality improvement effects are already visible. Decline in most provinces, annual average PM2.5 or PM10 concentrations meet or exceed the atmospheric medium-term objectives provided for in article 10, is expected to review targets for 2017.
Evaluation results showed that implementation of the ten rules to make the country the atmosphere emissions of major air pollutants decreased significantly. Decomposition of all measures contribution to emissions found that renovation of key industries, industrial restructuring and renovation of coal-fired boilers is the significant overall contribution in emissions reduction measures.
Academician and Hao jiming said that within the next two years and longer periods, greater efforts are needed to release pollution reduction potentials of energy structure adjustment and precision treatment of haze build system, lifting heavy pollution weather coping capacity, ensuring long-term air quality improving.

报告：中国空气质量形势依然严峻


　　中新社北京7月5日电  (记者 阮煜琳)中国工程院会同国家环保部5日在北京发布《大气污染防治行动计划》中期评估结果。评估结果显示，中国空气质量改善成效已经显现。全国城市细颗粒物(PM2.5)、可吸入颗粒物(PM10)浓度呈下降趋势。但环境空气质量面临的形势依然严峻，冬季重污染问题突出。

　　为解决中国严重的大气污染问题，改善空气质量，2013年，国务院颁布实施《大气污染防治行动计划》(简称《大气十条》)，提出10条35项重点任务措施，明确要求到2017年，全国地级及以上城市可吸入颗粒物浓度比2012年下降10%以上。

　　根据《大气十条》相关要求，中国工程院组织50余位相关领域院士和专家，进行中期评估。

　　中国工程院院士郝吉明5日在北京举行的新闻通气会上汇报了该中期评估结果。评估认为，《大气十条》确定的治污思路和方向正确，执行和保障措施得力，空气质量改善成效已经显现。多数省份PM2.5或PM10年均浓度下降幅度达到或超过《大气十条》规定的中期目标要求，可望实现2017年的考核目标。

　　评估测算结果显示，实施《大气十条》使全国主要大气污染物排放量明显下降。分解各措施对减排量的贡献发现，重点行业提标改造、产业结构调整和燃煤锅炉整治是对减排量整体贡献显著的措施。

　　郝吉明院士表示，今后两年和更长的时期内，需要加大力度释放能源结构调整的污染削减潜力，并构建精准化治霾体系，提升重污染天气应对能力，保障空气质量长效改善。
