记者昨天从微信和支付宝方面获悉，7月实名认证不完善的用户，其余额支付和转账等功能会受到限制（参阅《央行新规，支付宝微信用户需要做这件事》）。

根据央行去年12月公布的《办法》，支付机构应根据客户身份认证情况将个人网络支付账户分为三类，并规定了各类账户的信息认证标准。

其中，Ⅰ类账户主要适用于客户小额、临时支付，身份验证最为简单快捷，可以快速开立I类账户并完成支付。

《办法》要求，支付机构在开立Ⅱ类、Ⅲ类支付账户时，分别通过至少三个、五个外部渠道验证客户身份信息，是为了保障客户合法权益，防范不法分子开立匿名或假名账户从事欺诈、套现、洗钱、恐怖融资等非法活动，是对支付机构提出的监管要求。

记者发现，在本月底，支付宝和微信都通过官方微博发表声明称，支付账户需要完成实名要求。

随后，记者从微信方面获悉，对于需要完善信息的用户，在使用微信支付时，系统将以消息告知或弹窗提示的方式引导用户完善账户信息。

支付宝方面也表示，支付宝会先在后台进行筛选，对于需要补充信息的用户，会收到相应的信息提示，比如，补充身份证号或手机号码等信息。
