　　李克强指出，当前世界经济可以用三个是和三个但是来概括：一是总体形势有新的变化，但是仍然错综复杂。发达国家更是要重视自身政策的外溢效应。二是新兴市场面临困难和挑战，但是仍为世界经济增长的重要力量。三是各国宏观政策协调遇到困难，但是仍然应该发扬应对国际金融危机时的同舟共济精神。国际社会应巩固和加强在二十国集团等框架下的对话、协调与合作，推动建设开放型世界经济，促进全球经济沿着强劲、可持续和平衡的方向发展。

　　李克强表示，中国高度重视国际货币基金组织的作用。希望基金组织继续推动各国加强宏观经济政策协调，及早甄别、研判世界经济中可能存在的重大风险；完善国际金融体系，推进落实国际货币基金组织份额和治理结构改革；坚持多边主义，反对贸易保护主义，推动经济全球化，努力实现共同发展。中国愿继续同国际货币基金组织保持密切合作。
