　　中新网1月8日电 国务院总理李克强1月8日主持召开国务院常务会议，决定推出进一步深化行政审批制度改革三项措施，部署做好今冬明春困难群众基本生活保障和提高企业退休人员基本养老金工作。

　　会议指出，今年按照全面深化改革的要求，做好政府各项工作，要继续把简政放权作为“当头炮”，在公开透明上下功夫，在持续推进中增实效。会议决定推出深化行政审批制度改革三项措施。

　　一是公开国务院各部门全部行政审批事项清单，推进进一步取消和下放，促进规范管理，接受社会监督，切实防止边减边增、明减暗增。除公开的事项外，各部门不得擅自新设行政审批事项。逐步向审批事项的“负面清单”管理迈进，做到审批清单之外的事项，均由社会主体依法自行决定。

　　二是清理并逐步取消各部门非行政许可审批事项。对面向公民、法人或其他组织的非行政许可审批事项原则上予以取消，确需保留的要通过法定程序调整为行政许可，其余一律废止。堵住“偏门”，消除审批管理中的“灰色地带”。今后也不得在法律法规之外设立面向社会公众的审批事项。同时，要改变管理方式，加强事中事后监管，切实做到“放”、“管”结合。

　　三是在去年分三批取消和下放行政审批事项的基础上，重点围绕生产经营领域，再取消和下放包括省际普通货物水路运输许可、基础电信和跨地区增值电信业务经营许可证备案核准、利用网络实施远程高等学历教育的网校审批、保险从业人员资格核准和会计从业资格认定等70项审批事项，使简政放权成为持续的改革行动。

　　会议强调，保障困难群众基本生活，让企业退休人员安度晚年，是改善民生的重要内容。要把保障今冬明春困难群众基本生活与完善社会救助体系结合起来，整合各类分散、“碎片化”的补助救助措施和资金，完善低保、抚恤等政策，适当提高补助水平，全面建立临时救助制度，使帮困救助工作更加规范化、系统化、机制化，把资金更好用于济困、救急、解难，让特困人员和因重灾、大病等陷入困境的家庭得到最急需的救助，真正做到“雪中送炭”，消除救助“盲区”、兜住保障“底线”。

　　国家还将完善社会救助和保障标准与物价上涨挂钩的联动机制，采取价格临时补贴等方式，确保困难群众基本生活水平不因物价上涨而降低。中央财政提前下拨城乡低保、抚恤救助和冬春困难群众生活救助资金共计983亿元，地方各级财政也要加大这些方面的投入，确保资金及时发放到困难群众手中，鼓励社会力量参与，共同增强帮困救助能力。

　　会议同时确定，从2014年1月1日起，将企业退休人员基本养老金水平再提高10%，并向其中有特殊困难的群体适当倾斜。全国7400多万企业退休人员因此受益。要积极采取措施，不断提高企业职工基本养老保险基金的支付能力，确保政策及时落实到位。下一步，要通过改革养老保险等制度，逐步建立和完善企业退休人员基本养老金的正常调整机制。
