按照中国电信2012年全年的移动网间实际话务量、短信及彩信使用量测算，中国电信估计上述网间互联结算标准的调整将令公司2012年度结算收入减少约人民币5.6亿元，结算支出减少约人民币31.4亿元。

根据现行的方案，当基础电信运营企业的移动用户（不包括TD-SCDMA专用号段157、188用户）相互呼叫，均按照主叫方归属的基础电信运营企业向被叫方归属的基础电信运营企业支付结算费每分钟人民币0.06元。而当中国移动的TD-SCDMA专用号段157、188用户在本地网范围内呼叫其他基础电信运营企业的用户时，中国移动向被叫方归属的基础电信运营企业支付结算费每分钟人民币0.012元，当其他基础电信运营企业的移动用户呼叫中国移动的TD- SCDMA专用号段157、188用户时，主叫方归属的基础电信运营企业须向中国移动支付结算费每分钟人民币0.06元。

从自2014年1月1日起中国电信和中国联通的移动用户呼叫中国移动的移动用户（不含TD-SCDMA专用号段157、188用户）时，主叫方归属的基础电信运营企业向中国移动支付的网间结算费由现时的每分钟人民币0.06元调减至每分钟人民币0.04元，其他现行语音网间结算标准则维持不变。工信部将根据电信市场发展情况每2年评估一次上述结算政策并视情况适时调整。

同时，工信部亦调整基础电信运营企业网间短信及彩信结算标准，短信结算标准由现时的每条人民币0.03元调减至每条人民币0.01元，彩信结算标准由现时的每条人民币0.10元调减至每条人民币0.05元。
