　　刘开明：找了我太多次了。但是我现在一无所有。花钱都要用透支卡花。

　　法包线的建设采取“BT模式”，投资方将公路建设好了，政府分期还回投资款。按照合同规定，法库县政府应该在今年年底付清至少80%的钱款。工程队经理孙京说，工程款至今只付了38%左右，还欠1800多万。

　　王峰：财力上有点困难，这个工程是由沈阳市交通主管部门补贴一部分资金，地方政府配套一部分资金。现在资金落实了一大部分，还有一部分资金没有落实到位。争取明年落实大部分资金。

　　按王峰副局长所说，农民工工资接下来会有着落，政府拖欠标段的工程款一时还付不出来，第四标段工程队经理孙京表示，只有农民工可以安心看病，施工方也能安心生活。
