　　此前本市已经向社会发布了中高考改革的征求意见稿，业内人士认为，北京的中高考改革政策将对照教育部政策重新进行调整。

　　刘利民描述了改革后的升学体系架构：小升初，将探索义务教育阶段免试就近入学的多种实现形式，包括小学初中对口直升；合理划分学区，学生在学区内直接进入初中；有条件的地区新建校实行九年一贯制办学等。这样将减少盲目择校，有效治理一些大城市择校过热问题。

　　中考采取“学业水平考试＋综合素质评价”，初中要引导学生学好每门课程，并选择适合自己兴趣的课程，充分发展个性潜能和学科特长，同时引导学生参加公益服务和社会实践等。考试成绩不是进入高中的唯一标准。高中将通过学业水平考试了解学生成长过程，通过综合素质评价了解学生全面发展的情况，比如学生在参加社会实践、志愿者活动、体育和艺术活动的情况。

　　高考采取“学业水平考试＋综合素质评价＋统一高考成绩”，高考改革的重点是基于学业水平考试，减少考试科目。特别是大家关心的外语考试，今后将不再作为统一高考的科目，而将采取社会化的办法。给学生一年多考的机会。由学生自主选择考试时间和次数，增加学生的选择权。
