  昨天,教育部副部长刘利民对即将面向社会征求意见的考试招生改革方案进行了解读。刘利民认为,目前我国的考试招生制度存在“三个单一”:一是评价标准单一;二是选拔方式单一;三是入学通道单一。想让学生德智体全面发展,展现个性,减轻课业负担,需要对整个考试招生评价体系进行改革。


  此前本市已经向社会发布了中高考改革的征求意见稿,业内人士认为,北京的中高考改革政策将对照教育部政策重新进行调整。


  刘利民描述了改革后的升学体系架构:小升初,将探索义务教育阶段免试就近入学的多种实现形式,包括小学初中对口直升;合理划分学区,学生在学区内直接进入初中;有条件的地区新建校实行九年一贯制办学等。这样将减少盲目择校,有效治理一些大城市择校过热问题。


  中考采取“学业水平考试+综合素质评价”,初中要引导学生学好每门课程,并选择适合自己兴趣的课程,充分发展个性潜能和学科特长,同时引导学生参加公益服务和社会实践等。考试成绩不是进入高中的唯一标准。高中将通过学业水平考试了解学生成长过程,通过综合素质评价了解学生全面发展的情况,比如学生在参加社会实践、志愿者活动、体育和艺术活动的情况。


  高考采取“学业水平考试+综合素质评价+统一高考成绩”,高考改革的重点是基于学业水平考试,减少考试科目。特别是大家关心的外语考试,今后将不再作为统一高考的科目,而将采取社会化的办法。给学生一年多考的机会。由学生自主选择考试时间和次数,增加学生的选择权。


  对于未来在中高考中扮演重要角色的“学业水平考试”,刘利民也做了说明。学业水平考试的考查方式是:学过的科目,学一门考查一门,这样学生就不用在最后一段时间复习很多科目,改变高考应试的状况。同时,创造条件给学生提供一门课程可以参加两次考试的机会,计最好成绩。学业水平考试用等级考查,避免分分计较。等级分为“及格”、“不及格”或者用ABCDE区分开来。学校录取时自己选择要A段学生还是B段学生。
