　　中新网哈尔滨4月11日电  (骞壮 记者 刘锡菊)11日，哈尔滨海关对外发布消息，哈尔滨海关所属萝北海关破获一起特大涉嫌走私猛犸象牙、披毛犀角、玉石案，一次性查获猛犸象牙1.07吨、披毛犀角72.75千克、软玉原料1.11吨，系中国海关近年来一次性查获的猛犸象牙、披毛犀角数量最多的一起案件。

　　进境货车打滑现疑点

　　萝北县地处黑龙江省东北部，以黑龙江为界与俄罗斯犹太自治州隔江相望。坐落在名山镇的萝北口岸四季通关，是中国国家一级客货口岸。

　　2月16日下午，一辆标有“欧曼”品牌标识、由高某驾驶的仓栅式半挂车驶离冰上通道后，途经一个150米长的缓坡路段正要驶往侯检区。由于缓坡路段积有冰雪，口岸工作人员撒了一层煤灰渣，增加了摩擦力，避免车辆打滑失控。这辆货车长17米，宽2.5米，高3.5米，整车满载着黄大豆，就在上坡驶往侯检区的时候出现了严重打滑现象，150米的上坡路段足足走了半个小时才驶入候检区。同行的其它5辆同为“欧曼”品牌的货车也装载着相当重量的黄大豆在途径上坡路段时都很顺利，几分钟就通过了。在海关关员的经验里，这只能说明一个现象，就是打滑的这辆货车载重重量明显偏重。

　　打滑货车内现暗格

　　萝北海关关长宋长武了解情况后，要求监管科按照相关规定立即下达布控指令，对同行的6辆货车进行彻底查验，这6辆货车装载的黄大豆收货单位均为一家企业，只有通过比对分析，才能排除相关疑点。

　　6辆货车在现场关员的监管下经电子地磅称重，由高某驾驶的货车整体重量比其它5辆货车明显多出2吨左右。经反复排查，未发现所卸货物有夹藏违禁物品的情况。而卸完货物的6辆货车再次经地磅称重时出现了新的情况，由高某驾驶的货车空车重量比其它5辆空车的重量多出2吨多重。

　　2月17日，萝北海关监管科关员按照有关规定对6辆货车进行车体检查，发现高某驾驶的货车后部侧箱和工具箱内箱板有明显做旧痕迹，箱内泥土和灰尘与其他车辆存在较大差别，明显不符合冬季道路运输的特点。而且该货车后部封闭特别严密，车的整个底部离地面的距离明显小于其它车辆离地距离，完全不符合常规，挂车后部也存在有暗格的嫌疑。

　　透视车辆发现走私货物

　　2月18日，萝北海关借助临近的同江海关的“同方威视车体检查设备”对上述6辆货车进行了透视车体查验。经透视检查，在其中2辆货车上发现了重要线索，高某驾驶的货车有暗格夹层，藏匿有大量块状物品、疑似象牙状物品及其他不明物品，但未发现暗格入口；在另一辆货车前部第二块钢板下及车辆后部均发现了特制的暗格，但没有发现藏匿有走私货物。

　　2月19日，在萝北口岸海关监管仓库，萝北海关关员和佳木斯海关缉私分局警员共同对涉嫌走私的货车进行车体切割检查。当晚22时许，车体切割完成，车体暗格与藏匿的走私货物终于露出了真面目。切割后，共发现车体暗格35个，包括一个大暗格和34个小暗格。其中最大的暗格长11.5米、宽1米、高0.34米，密密麻麻摆放着疑似猛犸象牙、披毛犀角；34个小暗格大小相当，每个长0.75米，宽0.5米，高0.1米，分别摆放着大大小小的疑似玉石原料。

　　走私案件浮出水面

　　2月22日，佳木斯海关缉私分局委托国家专业鉴定机构对涉案走私货物进行鉴定。经广东省金银珠宝检测中心检测，查扣的353块疑似玉石原料均为软玉原料，重1.11吨；经国家林业局野生动植物检测中心鉴定，查扣的107根疑似象牙均为猛犸象牙、重1.07吨，37块疑似犀牛角为披毛犀角、重72.75千克。

　　此前，犯罪嫌疑人高某在得知其驾驶的货车将要接受车体检查设备进行进一步检查的消息后，迅速逃匿。佳木斯海关缉私分局侦查员一方面对其上网追逃，另一方面对与其一批入境的货车司机进行询问，查找蛛丝马迹。2月26日，在鸡西市将高某与货主韩某抓获。当日，佳木斯海关缉私分局对韩某、高某刑事拘留。

　　经过佳木斯海关缉私分局缜密侦查，面对如山铁证，犯罪嫌疑人对涉嫌走私犯罪的事实供认不讳。现已查明，为牟取非法利益，犯罪嫌疑人韩某与他人通谋，在中国境内购买2辆货车并在货车车体中特制了用于夹藏走私货物的暗格后，后雇佣犯罪嫌疑人高某等人驾驶货车从俄罗斯联邦向中国境内走私大量软玉原料、猛犸象牙及披毛犀角，其行为已经触犯了《中华人民共和国刑法》第一百五十三条第一款之规定，涉嫌走私普通货物罪。

　　据萝北海关关长宋长武介绍，萝北海关在高效服务地方经济发展的同时，始终坚持严密监管，为进出口企业营造良好的通关秩序。下一步，萝北海关将认真贯彻落实海关总署和哈尔滨海关的决策部署，扎实开展打击走私“国门利剑2017”联合专项行动，为口岸经济发展保驾护航。
