事故发生距今已近6年，重整任务仍然艰巨。

2月23日一早，记者从距福岛第一核电站约20公里的福岛县楢叶町，乘客车前往核电站。虽然楢叶町已于2015年解除避难指令，但是至今人烟稀少。东京电力公司管理人员冈村祐一介绍，目前这里返乡的居民仅有一成。

客车行驶在国道6号线上时，记者更是感到了“无人区”般的荒凉。

由于核电站周边区域辐射值太高，国道6号线虽在事故后恢复通车，但是只允许汽车通行。行人和摩托车等不得使用。国道周边随处可见废弃的民房和商店，昔日五颜六色的巨大广告牌已经暗淡无光，无人看管的田地里野草疯长。

距离目的地还有约10公里时，东京电力公司员工要求记者关严车窗。

据冈村祐一介绍，核电站1至3号机组全部发生了堆芯熔化，压力容器内的核燃料棒熔化成了核残渣，目前东京电力公司对如何取出这些残渣毫无办法。

核电站负责人内田俊志告诉记者，目前1至3号机组处于持续注入淡水正常冷却状态。而取出核燃料残渣的具体方案，还需东京电力公司和日本政府协商。

解决尚无时间表，但民众付出的代价还在继续。

一些在2号机组处工作的人员全身严密防护，他们的作业环境是每小时1000多微希沃特。据介绍，这些作业人员一年辐射上限是50毫希沃特（5万微希沃特），5年辐射上限是100毫希沃特（10万微希沃特）。

而全球平均年辐射值仅为2.4毫希沃特。

下午2时左右，记者离开核电站，前往楢叶町一处新建小学。4月，这所小学将正式开学，预计将有数十名学生回到故乡上学。

在距核电站约50公里、民众相对密集的磐城市，民众生活看上去比较平静，实测辐射值也和东京差不多。但是记者还是发现一些细小的不同：在磐城一家较大的超市，虽然瓜果蔬菜一应俱全，但产地多来自千叶、茨城，福岛本地果蔬甚少。

家住磐城的福岛华侨华人总会副会长王伶告诉记者，一些有孩子的家庭会尽量避免购买福岛本地产的食品。住在这里的华人康薇说，她的孩子在读小学4年级，福岛当地小学要求学校午餐采用本地食材，她虽然感到担心，但也没有办法。
