“买牌照，求名分”，半年前发生在直播平台身上的“变故”在短视频身上重演。去年9月，广电总局下了一道禁令，所有直播平台必须“持证上岗”，这张《信息网络传播视听许可证》（下简称“视听许可证”）有个高门槛：新申请单位要求为国有独资或国有控股单位，这几乎就拦住了绝大多数直播领域的创业公司。
去年9月，《IT时报》梳理发现，战旗TV、映客、YY/虎牙TV、六间房这几家直播平台持有视听许可证，而斗鱼TV、熊猫TV、花椒直播、龙珠直播、全民TV、陌陌、一直播这几家直播平台并未在网站底部公示视听许可证。
半年后记者再度调查发现，几乎所有平台都将名字里的“TV”改成了“直播”，应了广电总局的要求，但真正拿到视听许可证的平台却屈指可数。
斗鱼直播回应《IT时报》称，已经持证，但其官网并未公布。一直播与秒拍、小咖秀同属于一下科技，也共用了同一张视听许可证。根据其官网公布的视听许可证号，《IT时报》记者追溯到，一下科技这张证是从北京宇晨亿荣网络科技有限公司那儿易手而来。这家公司成立于2006年，旗下的酷燃网是为青少年提供生活、学习、娱乐咨询的网站，2014年9月该公司的法人变更为一下科技CEO韩坤。一下科技现持有的视听许可证变更时间为2015年8月，其法人正是韩坤。由此可见，早做打算的一下科技深谙互联网创业之道。
对“无证上岗”的直播平台来说，最可行的解决方案是收购一家持证的私企。不出所料，今日头条和一下科技都通过这一途径取得了“名分”。
不到半年视听证市价几近翻番
去年9月，《IT时报》曾独家调查发现，持证的“壳公司”变成了香饽饽，视听许可证一度被炒到2000万元的高价。而在短视频持证风波的助推下，半年不到的时间里，《IT时报》获悉，视听许可证“市价”已经被炒到3500万元以上，将近翻番。
一家代办证照的中介机构向《IT时报》记者透露，如今视听许可证可谓千金难求，买家络绎不绝，但却找不到卖家，而且如今一年都不见得会批一个新证。
2010年以来，这家中介机构经手了10起以上的视听许可证转让案，其中有两起就是被直播平台收购，中介从中赚取6%~8%的佣金。视听许可证的交易流程是，买家先与中介签订居间协议，双方谈妥成交价后签订股权转让协议，买家先支付一笔200万的意向金。
在上述中介公司经手的转让案中，出售公司的注册资本基本都在1000万元左右，跟一下科技收购的北京宇晨亿荣网络科技有限公司的规模相当，去年的收购价在2000万元以上，溢价超过100%。
“出售的都是以前政策宽松期拿证的私企，中国一共588家持证单位中，传统媒体占据大半壁江山，其余大多是有强大资本实力的互联网视频企业。”上述中介公司内部人士介绍。
