17年来最严重雾霾

自10月底以来，新德里及周边地区空气质量指数持续爆表。按照印度科学和环境中心的说法，这是新德里过去17年来最严重的一场雾霾。

按美联社说法，新德里南部地区5日空气中细颗粒物（PM2.5）甚至超过每立方米900微克，是世界卫生组织所设安全指数的90多倍。

媒体此前报道，最新一轮雾霾，直接起因于新德里市民10月30日燃放数百万只鞭炮以庆祝一个宗教节日，结果空气质量一夜之间急剧恶化。

不过，新德里地区首席部长阿尔温德·凯杰里瓦尔说，除节日因素，周边地区农民焚烧秸秆也是造成近日首都雾霾驱之不散的主要原因，眼下的新德里堪比“毒气室”。

“接下来几天会有更多农作物秸秆被焚烧，因此无法指望污染情况减轻，”凯杰里瓦尔说。

停课停工吸尘限行

近年来，新德里空气质量每况愈下。随着印度各地城市化进程飞速发展，汽车尾气、火力发电厂、工业排放、焚烧秸秆、穷人使用明火取暖及做饭等多重因素导致雾霾频发。

世界卫生组织2014年发布的一项调查结果显示，全球20个污染最严重的城市中有13个在印度，新德里的污染严重程度居首位。

凯杰里瓦尔当天主持召开紧急会议，出台一系列治霾措施。“（自7日起）新德里所有学校停课3天；市区内拆建工作暂停5天，”他说。

其他措施包括：全市除医院、手机信号塔等重要场所外，暂停使用柴油发电机10天；新德里边缘一处燃煤电厂暂时关闭10天；自10日起，对全市主要道路每周进行一次吸尘。凯杰里瓦尔还建议居民尽可能待在室内避免外出、尽量在家办公。

与此同时，印度环境部门计划召集新德里周边地区官员，商议整治秸秆焚烧的措施。

凯杰里瓦尔提醒民众，为治理眼下的严重雾霾，可能再次在新德里实施机动车单双号的“限行令”。
