2015年5月4日，河南省驻马店市平舆县彭店村村民史建中接到了一个电话，对方自称是国家民政部的工作人员。

郭玉巧是史建中的妻子，是一名聋哑人。因为对方准确说出了妻子的残疾证编号以及其他信息，史建中对对方的身份深信不疑。对方还说，这笔钱将直接转到史建中的银行卡上，需要他到银行操作。挂掉电话，史建中来到了镇上的一台ATM机前，拨通了对方给他的电话号码。

史建中回忆，他按电话中所谓工作人员的指令操作了几步之后，自己卡上近3万元钱就突然没有了，等回过神来，史建中才意识到自己遇到了骗子，随后，他来到平舆县刑警队报案。
