中国外交部：在美国设立人民币清算银行 交易更便利

　　应越南中国公安部部长苏林邀请，国务委员、中国公安部部长郭声琨将于9月23日至26日赴越南主持中国公安部与越南中国公安部第五次合作打击犯罪会议。

　　问：李克强总理在纽约期间与美国友好人士交流时表示，中方已经决定在纽约指定一家中资银行作为人民币清算行，并欢迎纽约有条件的银行也申请设立人民币清算行。你能否进一步介绍有关情况？此举对人民币国际化有何意义？

　　答：昨天（当地时间前天晚上），李克强总理在纽约出席纽约经济俱乐部、美中关系全国委员会、美中贸易全国委员会联合举行的欢迎宴会时已经宣布了有关消息。中国人民银行昨天也宣布，授权中国银行纽约分行担任美国人民币业务清算行。这次人民币清算行的设立，将进一步便利人民币在美使用和跨境交易，成为人民币国际化的重要里程碑。

　　我们注意到中国银行已表示，将履行好清算行职责，加强与在美银行合作，进一步扩大人民币贸易结算规模，提升人民币外汇交易能力，同时加强与交易所等市场机构合作，研发贴近市场需求的人民币债券及衍生产品，架起两国经贸和投资往来的金融桥梁。

　　问：据报道，联合国秘书长潘基文21日表示，目前已有60个国家交存了《巴黎协定》批准书，他对协定在2016年底前生效抱有信心。中方对此有何评论？

　　答：气候变化问题是人类面临的共同挑战，需要国际社会合作应对。去年底达成的《巴黎协定》为下阶段全球合作应对气候变化明确了方向。

　　作为负责任的发展中大国，中国积极参与应对气候变化多边进程，为推动达成《巴黎协定》作出了积极贡献。前不久中方向联合国正式交存了参加《巴黎协定》的批准书，作出了新的庄严承诺。中方欢迎更多的国家参加协定，以切实的努力推动协定早日生效。

　　中方愿与各方继续保持沟通与合作，推动协定的有效实施，推进协定后续谈判，促进国际应对气候变化事业向前发展。

　　问：我们知道，最近，刚果（金）首都金沙萨的骚乱持续升级，造成多人死伤，以及一些中国商铺被抢。昨天联合国安理会还讨论了刚果（金）形势。中方对刚果（金）当前局势有何评论？是否发布了安全提醒？

　　答：中方注意到刚果（金）局势发展。我们欢迎刚果（金）有关政治力量积极推进全国包容性政治对话。我们支持刚果（金）有关各方通过对话协商等和平方式表达诉求、解决分歧，希望有关各方共同维护国家来之不易的和平稳定局面。

　　在近日金沙萨骚乱中，一些中国商铺被抢，另外还有一些中国公民被困。事发后，我们高度重视。中方已要求刚果（金）政府严惩肇事者，采取切实措施，保护在刚果（金）的中国公民和企业机构的人身财产安全和合法权益。我们驻刚果（金）使馆已经协调当地军警部门积极营救被困同胞。目前，被困同胞处于安全之中。

　　中国外交部和驻刚果（金）使馆已经发布提醒，要求中国公民近期谨慎前往刚果（金），在当地的中国公民应加强安全防范，并尽快转移至安全地带。
