Statement for the South China Sea between China and ASEAN, "maritime accidents met rules"

中国与东盟声明南海适用“海上意外相遇规则”

　　据新华社7日消息，第19次中国—东盟领导人会议7日通过了《中国—东盟建立对话关系25周年纪念峰会联合声明》、《中国—东盟产能合作联合声明》、“中国与东盟国家应对海上紧急事态外交高官热线平台指导方针”和“中国与东盟国家关于在南海适用《海上意外相遇规则》的联合声明”。

　　新加坡《联合早报》此前称，今年是东盟与中国建立对话伙伴关系25周年，双方料将签订《海上意外相遇规则》，并通过设立热线电话的安排，以避免涉入南海主权争议的声索国发生任何海上冲突。

　　6日下午，在万象首先召开了东盟国家峰会。下午1时，老挝总理通伦及夫人在老挝国家会议中心迎接来访的东盟领导人。从开幕式到闭门会议一直持续到晚上6时左右结束，会后并没有立即发表公报。

　　据中国之声消息，李克强总理7日同东盟10国领导人在老挝万象共同出席中国—东盟建立对话关系25周年纪念仪式。观看纪录短片、发布对话合作事实与数据手册后，李克强与东盟主席国老挝总理通伦、中国东盟关系协调国新加坡总理李显龙在与会各国领导人见证下一起切蛋糕。

　　李克强致开场白后，东盟10国领导人先后就深化中国—东盟友好合作、营造区域和平稳定环境等一一发言。李克强随后发表讲话全面回应并致结束语。

　　李克强总理7日在中国-东盟领导人会议上指出，中国第一个加入《东南亚友好合作条约》，第一个明确支持东盟在区域合作中的中心地位，第一个同东盟建立战略伙伴关系，第一个公开表示愿同东盟签署《东南亚无核武器区条约》议定书，第一个同东盟启动自贸区谈判。
