北京9月1日电 北京警方9月1日通报称，经缜密侦查、跨省追击，一举打掉一起利用出售考试答案实施电信诈骗的犯罪团伙，抓获犯罪嫌疑人8名，查获大量作案用考生信息。此案受害人遍布全国各地达上千人，涉案金额近200万元人民币。

今年5月，北京市公安局网络安全保卫总队(简称网安总队)先后接到网民举报称，在报考一全国性资格类考试后收到出售答案的短信，被骗金额在上千元至万余元不等。

接报后，网安总队立即成立专案组开展侦查。经过大量调查，专案组发现，嫌疑人通过网络购买他人名下的银行卡、手机号、QQ号以及考生资料等个人信息，然后雇用马仔冒充教育培训机构，向考生定向发送出售考试答案的短信，骗取考生缴纳资料费、保证金、风险承担金等一系列费用，并承诺考试完毕后全额退款。

据北京警方透露，该诈骗团伙不停地向考生索要各种费用，却迟迟不交付考试答案。在诈骗过程中，如有考生对此表示质疑，团伙还会用报警、公布考生试图作弊等手段威胁考生，导致一些被骗考生未能及时向公安机关报案。

经过缜密调查摸排，北京警方最终锁定了8名犯罪嫌疑人，并掌握了嫌犯在湖南省衡阳市的两个犯罪窝点。

北京警方掌握了涉案证据后，于8月25日与当地警方配合，在衡阳市区、祁东两地同时收网，一举将8名犯罪嫌疑人抓捕归案，现场查获作案用电脑10台、手机38部、银行卡24张、手机卡19张、他人身份证2张、拉卡拉POS机1部以及大量作案用考生信息。

经讯问，8名犯罪嫌疑人对犯罪事实供认不讳，并交代了自2012年以来实施的诈骗行为。目前，8人已被依法刑事拘留。

北京警方表示，该案成功破获，有效遏制了利用出售考试答案实施电信网络诈骗犯罪的发案态势；并提示考生，国家级、省级等各类职业资格考试试卷及答案为国家重要保密资料，运送和保管均有专门机构负责。市面上出售考试答案、要求缴费购买等行为，均属于诈骗行为。
