Civil Aviation Administration of China announced here today the People's Republic of China Civil Aviation Act (hereinafter referred to as the Civil Aviation Act) revised draft (hereinafter draft). Exposure draft provisions, is strictly prohibited on board aircraft with cell phones and other prohibited electronic devices, smoke, grab seats, luggage rack, blocking, seizing value counters, security screeners and gate, and so on.

For mobile phone users, the amending the Aviation Act identifies 14 kinds of civil aviation safety and order an act of unlawful interference, apart from on board aircraft, prohibition of the use of mobile phones, smoking and occupy seats, counter the foreign, also include the following acts of unlawful interference in civil aviation safety and order:

Hijacking of aircraft in flight or on the ground; in an aircraft or an airport hostage; intruding aircraft, airport or aviation facilities, rushed the aircraft cockpit, forcibly intercepted aircraft; illegal weapons and dangerous devices or materials brought into the aircraft, airports or air traffic control unit.

Lying about the dangers and creating chaos, spread such as endanger aircraft in flight or on the ground, airport or aviation facilities of passengers and crew, ground personnel or public safety information; steal, damage deliberately or move the aircraft equipment as well as other aviation facilities within the airport, attempt to open the emergency doors of aircraft in flight, and so on.

These the acts of unlawful interference to civil aviation security, order, not serious enough for criminal punishment, or in accordance with the People's Republic of China on public security administration punishments cannot be punished by the law, application of the People's Republic of China on public security administration punishments provisions for punishment of the law, the circumstances are especially serious, fines could be increased to 50,000 yuan .

中国民航局今天公布了《中华人民共和国民用航空法》（以下简称民航法）修订征求意见稿（以下简称征求意见稿）。征求意见稿规定，严禁在航空器内使用手机或者其他禁止使用的电子设备，吸烟，强占座位、行李架，堵塞、强占值机柜台、安检通道及登机口等行为。

对于手机用户来说， 本次《航空法》修改明确了14种危及民用航空安全和秩序的非法干扰行为，除了在航空器内禁止使用手机、吸烟、抢占座位、值机柜台外，还包括以下几种危及民用航空安全和秩序的非法干扰行为：

劫持飞行中或者地面上的航空器；在航空器上或机场扣留人质；强行闯入航空器、机场或者航空设施场所，冲闯航空器驾驶舱，强行拦截航空器；非法将武器、危险装置或者材料带入航空器、机场或者空中交通管制单位。

谎报险情、制造混乱、散布诸如危害飞行中或地面上的航空器、机场或民航设施场所内的旅客、机组、地面人员或者公众安全的虚假信息；盗窃、故意损坏、擅自移动航空器设备以及机场内其他航空设施设备，强行打开飞行中航空器应急舱门等。

实施上述危及民用航空安全、秩序的非法干扰行为，尚不够刑事处罚，或者依照《中华人民共和国治安管理处罚法》无法处罚的，适用《中华人民共和国治安管理处罚法》的有关规定进行处罚，情节特别严重的，罚款金额可以增加到五万元以内。
