　　中新社北京8月9日电  (记者 周锐)针对美国对中国钢铁企业启动的“337调查”，中国中国国家发展改革委员会相关部门负责人9日回应说，此举属于重复救济，滥用贸易限制措施，是对世界钢铁正常贸易秩序的严重损害。

　　该负责人强调，美方一方面要求中国压减钢铁产能，一方面又指控中国钢铁企业控制产量与出口量，这种做法自相矛盾。

　　2016年4月26日，美国钢铁集团公司向美国国际贸易委员会提出调查申请，指控40家中国企业在部分钢材产品上存在不公平竞争行为，宝钢、河钢、武钢、首钢、沙钢、鞍钢等国内龙头钢铁企业都在起诉名单之内。

　　5月26日，“337调查”正式启动。中国钢铁企业面临着三项指控：密谋控制价格、盗用商业秘密、伪造商品原产地。

　　上述负责人指出，2000年以来，美国在钢铁领域对中国钢铁产品共发起了40余起贸易救济调查，抬高税率，打压中国钢铁产品，其中绝大多数仍在生效。在“双反”措施的基础上，这次又启动“337调查”，是美国对中国钢铁产品“双反”调查的升级，属于重复救济。

　　他强调，美方一方面要求中国压减钢铁产能，一方面又指控中国钢铁企业控制产量与出口量，这种做法自相矛盾。他希望美国钢铁业能够正视钢铁产能过剩的问题根源和倾听中国钢铁业界的呼声，加强对话、沟通，共同努力应对当前因世界经济增长乏力、需求不振导致的产能过剩问题，而不是挑起事端、制造对立。

　　值得注意的是，从4月下旬至5月底，包括欧盟、智利、越南、澳大利亚、印度、哥伦比亚、加拿大和马来西亚在内的多个国家和地区也对中国的钢铁产品发起反倾销调查或者作出反倾销裁定。

　　上述负责人指出，中国钢铁企业的竞争力较强，钢铁产品在国际贸易中具有良好声誉且性价比高，不少钢铁产品已经与进口国当地生产形成高度互补关系，大大促进了当地经济的发展，也给当地下游用户和消费者带来了实际利益。

　　该负责人表示，中国在与欧盟成功解决光伏、多晶硅、葡萄酒等系列贸易摩擦，与一些发展中国家成功解决鞋类产品、瓷砖等贸易摩擦中已经积累了许多经验。

　　他指出，对钢铁产品贸易摩擦，中方也希望本着同样的精神，共同找到妥善解决的方案。同时，中方要求，各国贸易救济调查必须严格按照世贸组织规则，公平、公正和透明地进行。中国政府也将积极鼓励和支持国内企业依法进行抗辩，有关国家也要充分保障中国企业应有的抗辩权利。
