据京华时报报道，7月4日，胡先生拿着侄儿的身份证和银行卡前往福州华林路兴业银行屏山支行代办手机银行业务，但是规定称“此项操作涉及资金安全，必须由本人办理，不允许代办”。

胡先生对此并不认可，随后，先后存取1分钱达50次之多，占用80分钟时间，引来其他银行客户的抱怨。

对此，银行方面两度报警，当地派出所已介入调查。有律师称，此类行为在一定程度上扰乱了银行的正常办公秩序，若后果、情节严重，可处以相应的治安处罚。
