中方：应对钢铁产能过剩需有关各方同舟共济

　　有记者问，欧盟驻华代表团团长史伟9日称，中国需紧急应对钢铁行业产能过剩及其引发的市场失衡问题，该问题刻不容缓，当前中方应对举措力度不足。请问中方对此有何回应？
　　陆慷回应称，希望任何人发表这类评论时，最好首先搞清事实，然后还应该尊重事实。
　　他指出，中国在解决钢铁产能过剩问题上，比任何一个国家都要决心大、行动早、措施实。过去5年，中国原计划压缩钢铁产能4800万吨，最后实际压缩了9000万吨，超额完成了一倍。中国政府已经将钢铁行业作为去产能的重点，对钢铁出口不但没有进行补贴，还采取了一些限制出口的措施，这是其他任何钢铁生产国都没有做到的。
　　陆慷还表示，钢铁产能过剩是一个全球性问题，其根本原因是全球经济衰退引发的有效需求不足，根本出路在于推动全球经济持续稳定复苏，这需要各国团结一致，共同努力应对。有关各方在困难时期应同舟共济，而不是同舟共挤。2015年欧盟进口钢材3200万吨，其中仅约五分之一来自中国，把欧洲的行业困境完全归咎于中国显然说不通。
