2013年，轰动全国的“衡阳贿选案”后，时任怀化市委书记的李亿龙调任衡阳，一度被媒体解读为“湖南省委对其寄予厚望”，并被誉为“救火队长”。
今年刚满60岁的李亿龙，10年后再次回到湖南省会任职，而此次等待他的是戛然而止的仕途。
反常的干部交接大会

关于此次交接大会的官方报道，对上任书记如此简单的描述，多名与会的干部看到报道后，均表示惊讶。“从交接大会现场并没有看出李亿龙的异样，他表示服从组织安排，脸上保持笑容。”一名参会干部回忆。
李亿龙的发言里，他提到，“今天我从市委领导主要岗位退下来，心里既有如释重负之感，又有依依不舍之情 ………”
更让衡阳官场震惊的是，交接大会约三小时后，有消息传回衡阳称“李亿龙在回长沙高铁上被纪委控制。”

五天三换报头遭曝光
2013年3月31日，轰动全国的“衡阳贿选案”后，临危受命的李亿龙从怀化市委书记位置调衡阳，让他很快引起媒体注意的并非是对“贿选案”的处理，而是“改报头”。
4月28日，在李亿龙衡阳上任书记不到一个月的时间节点上，一片题为“《衡阳日报》在新市委书记上任后五天三换报头”的文章引爆舆论。
文章称，《衡阳日报》50余年沿用的报头，新书记李亿龙上台不到1个月就三换报头。随后，有媒体挖掘发现，李亿龙在任怀化市委书记时，也曾换过《怀化日报》的报头。由此，媒体调侃李亿龙为“换字书记”。
此后，《衡阳日报》在其官网发出“关于《衡阳日报》改换报头的说明”。根据“说明”，五天三换报头属于正常改版根据读者意见选定。
然而，这一回应却引来了网友更多的质疑，并被时评界认为，“李亿龙仅仅因为个人爱好就随意更改报头是官僚主义”。尽管舆情汹涌，但处在风口浪尖的李亿龙并未就此事作出任何正面回忆。
被羁押记者称曾获李亿龙“艳照”
在此次事件中值得一提的是，曾采写“换报头”事件的某杂志记者格祺伟，目前仍羁押在看守所。格祺伟2013年8月被捕，涉嫌敲诈勒索及寻衅滋事，后被提起公诉。
格祺伟案的辩护律师雷志峰向澎湃新闻表示，格在案件尚未移送到法院之前，各种版本关于案件“细节”描绘得绘声绘色。
澎湃新闻获取的资料显示，格祺伟在看守所曾多次表示，他报道了衡阳市委书记李亿农《五天三个报头》后，李曾通过衡阳市委宣传部主要负责人约见自己，“问这个事情是谁让我这么做的，为什么这么做，做的目的是什么，背后是谁在推动？”
与此同时，怀化市有人也向格祺伟发短信、邮件，举报李亿龙。举报材料主要分为：文字和图片两部分。图片有李亿农持有的手表数量、品牌。除手表图片，举报人还提供了几张艳照。
有资料显示，格祺伟第一次与李亿龙在办公室见面时，将手表的图片给他看。李亿龙承认，手表确实有，但手表并不值钱。格祺伟表示，如果按照爆料人提供的图片和手表官方网站截图一致的话，其中最贵的一只手表价值人民币27万元。

此后不久，格祺伟在另一起事件中涉嫌敲诈，被湖南警方抓获。

澎湃新闻梳理资料发现，在2014年6月的一次衡阳市委常委班子专题民主生活会上，李亿龙自我揭短亮丑称，“我存在快出政绩、打造亮点的想法，对紧迫的民生工作重视不够”、“有时工作方法‘简单霸蛮’，存在霸道作风”。
与会的常委批评李亿龙，“工作中有时不注意方式方法，骂起人来劈头盖脸，像‘雷公一样。"“过于强势，有些工作一竿子插到底，分管领导还不知道。”“工作有激情，但有时候显得急于求成，有的项目没有经过深入调研就上马，有的项目资金跟不上。”

有公开资料显示，朱玉萍曾任共青团衡阳市委书记，衡阳市政协副主席，衡阳市委常委、统战部长，衡阳市副市长等职位。有报道称，朱玉萍死亡前纪检部门已在调查她。
一名怀化籍官员分析，李亿龙此次落马，可能主要是怀化主政期间的旧事。他称，近一年多时间以来，怀化市一批处级官员落马，其中一些是李亿龙的亲信，他们为了立功，供出了李亿龙在怀化期间的一些违纪行为。
值得一提的是，2015年6月湖南省委巡视第一组向衡阳市反馈巡视情况中，组长余长明提到，衡阳在党风廉政建设方面，贯彻落实“两个责任”的机制不够健全，工作开展还不够平衡；一些重点领域监管缺失，存在问题比较多；有的干部仍然不收敛、不收手、腐败案件时有发生………跑官要官问题还比较突出。
余长明还指出，巡视组还收到了一些反映领导干部的问题线索，已按规定移交省纪委、省委组织部和有关部门处理。
一个极具讽刺的细节是，在今年湖南省两会期间，李亿龙曾向另外一名省人大代表表示，“衡阳政界很复杂，开展工作起来很累，想回长沙了。”
