外交部回应“中国网络防火墙阻碍国际商贸活动”

　　问：关于印度拟将巴基斯坦1名军事人员列入联合国制裁名单事，印度外长近日表示已就此同中国领导人和高级别官员进行沟通。你能否介绍中印沟通的具体情况？

　　答：中方反对一切形式的恐怖主义，愿继续与有关各方加强反恐方面的务实合作。中方一贯以事实为依据，根据安理会决议及相关议事规则公正处理1267委员会列名事宜。中方就相关列名问题一直同包括印方在内的有关各方保持着沟通。

　　问：据报道，美国贸易代表办公室发布报告称，中国网络防火墙和审查制度对国际商贸活动形成了阻碍。你对此有何回应？

　　答：中国互联网蓬勃发展，为各国企业提供了广阔发展空间。中国吸引外资的政策不会变，保护在华外企各方面合法权益的政策不会变，为外企在中国创造良好经营环境的政策也不会变。我们希望各国尊重其他国家自主选择的互联网发展道路、管理模式、公共政策以及参与国际互联网治理的权利。

　　问：第一个问题，据报道，越南方面要求中方将“海洋石油981”钻井平台撤离两国存在争议的南海北部湾湾口外海域，并取消钻探计划。中方对此有何评论？第二个问题，针对中国宣布正式启用渚碧礁灯塔，越方称中方此举侵犯越主权。中方对此有何回应？

　　答：关于第一个问题，有关作业位于毫无争议的中方管辖海域，是正常的商业勘探。希望有关方面客观、理性看待。

　　关于第二个问题，正式启用渚碧礁灯塔是中国主权范围内的事，无可非议。中方此举旨在更好地履行中国承担的国际责任和义务，为南海地区航行提供更多公共服务，确保本地区的航行自由与安全。

　　会后，有记者问及：据报道，联合国气变框架公约秘书处7日称，逾130个国家已确认将派代表出席4月22日在纽约举行的《巴黎气候变化协定》签署仪式。中方是否将签署有关协定？中方对协定持何立场？

　　洪磊表示，去年，国际社会成功达成《巴黎协定》，为2020年后全球合作应对气候变化明确了方向和目标，具有历史性意义。今年是国际社会落实《巴黎协定》的关键一年。联合国秘书长举行《巴黎协定》高级别签署仪式将对协定的签署和生效提供重要政治推动力。前不久，中美发表气候变化联合声明，承诺将采取国内步骤以便今年尽早参加《巴黎协定》。我们愿同各方继续保持沟通与合作，共同推动《巴黎协定》有效实施，促进国际应对气候变化事业向前发展。
