不过，也有人对这项提案表示了反对，因为有官员对补贴进行了滥用。Tom Wheeler表示，这项提案将使用第三方机构进行监督审查(此前是无线运营商)，确保补贴不会被滥用。除此之外，跟这项提案相关的数据和资料都会被公开。
