IT资讯讯 3月8日消息。全国政协委员、韬奋基金会理事长聂震宁今年主要着重探讨了网络版权问题。并于今日提交了《关于加强网络版权保护，促进数字文化创意产业发展的提案》。

提案中指出，目前在网络版权方面，许多机制都不健全，这种猖獗的盗版行为已经严重影响到了作者和发行方的利益，严重危害到网络健康健全的发展。

聂震宁在提案中指出，目前盗版行为主要集聚在5个方向上：

网络站点侵权模式。网络站点即网站的全称，现在有部分网站未经发布方和作者的同意就擅自窃取文字或影响等其他资源，并以此来拉动自身流量，进行商业行为。

文档分享平台侵权模式。很多文档分享平台对于注册成员并不要求实名制，再加上对海量的上传文档无法做到精确的审查，导致侵权人可以任意上传未经授权的作品而逃避处罚，使得文档分享平台成为非法传播网络文学作品的重要途径。

云储存侵权模式。侵权人以知识和信息共享的名义将未经许可的作品擅自上传至网络服务商提供的资料储存平台，并共享储存平台的账户和密码，网民通过检索即可发现云储存平台的网络地址。由于云储存平台的服务成本极低，使得该盗版模式有愈演愈烈之势。

应用软件（APP）侵权模式。以应用软件为代表的阅读模式如雨后春笋般出现，网络文学盗版开始向智能设备转移，应用软件盗版现象也在蔓延。

微信公众号侵权模式。腾讯微信公众号数以百万计，大量公号非法转载原创版权作品，既不依法获得许可，也不向权利人支付稿酬。原创作者、原发媒体都是受害者。

为了避免盗版与侵权等行为做大，并继续阻碍我国数字化版权体系的建设与落实，聂震宁还提出了五点建议：

首先，应该规范行业秩序，倡导和鼓励网络文学版权登记和建立网络平台备案制度。

其次，规范搜索引擎的检索功能，完善事后审核机制及惩戒机制。

再次，制定《信息网络传播权保护条例实施细则》或《信息网络传播权保护办法》，尽快完成《著作权法》第三次修改，完善著作权法律制度。

另外，加大司法机关查处网络侵权盗版的力度，提高版权保护水平。

最后，推动新媒体、传统媒体与著作权集体管理组织合作，规范网络转载版权秩序。

聂震宁说“侵权盗版行为不仅损害了权利人的利益，使得‘劣币驱逐良币’的不正常现象发生，还降低了数字文化创意产业的服务品质，盗版侵权人之间的恶意竞争更是严重破坏了网络文化创意产业秩序。”

网络的本质是共享，但是共享仍然需要相关法律去规范，网络版权的规范是大势所趋，也是众望所归。希望此举能够加快我国网络版权体系的建设。
