　　裘援平在20日举办的“走进国侨办”新闻发布会上说，中国的“绿卡”制度已经实行近10年，在注重引进海外高层次人才和投资者的同时，也为外籍华人办理“绿卡”提供了一些便利。“我们在积极争取放宽外籍华人申请‘绿卡’的条件，为海外华侨华人回国提供更多实实在在的便利。”

　　裘援平表示，国家侨务部门积极回应侨胞合理合法诉求，推动制订涉侨政策法规，协调敦促有关部门维护侨胞权益，加大侨商投资权益保护力度，破解了华侨农场历史遗留难题，逐步解决海外侨胞在华居留、身份证件使用、子女就学、就业参保等问题，为外籍华人来华探亲等提供更多便利。推广地方侨办与司法部门成立法律维权服务中心，依托律师事务所开展法律咨询、法律援助、诉讼代理等为侨服务。
