　　法制晚报讯（记者 温如军）今日上午，陕西省纪委消息称，陕西开始推行干部任前廉政法规考试制度，2013年近1.2万人次参加考试，50人因成绩不合格被暂缓提拔。

　　组织新提拔干部参加任前廉政法规考试，旨在进一步增强领导干部的廉洁勤政意识、法纪意识，起到以考促学、以考促廉，打好预防针的作用。

　　据了解，全国多地已推行领导干部任前廉政法规考试制度，考试采取闭卷形式进行，按照百分制评定成绩，60分以上（含60分）为合格。考试成绩合格者，按程序任用；考试成绩不合格者，暂缓任用，三个月内补考一次，补考成绩合格者按规定程序任用，补考成绩不合格的，取消本次任用资格。

　　陕西纪委介绍，陕西省纪委连续6年在全省开展反腐倡廉制度建设，举行“调研年”、“创新年”、“执行落实年”、“深化提升年”活动，大力推进制度建设和创新工作，先后推行了以17项制度为代表的一系列反腐倡廉制度，在惩治和预防腐败方面发挥了积极作用。

　　另外，陕西全省已有99.8%的行政村建立了村民监督委员会。2013年，全省村民监督委员会成员列席两委会139191次，提出建议75135个，被采纳建议52830个，化解矛盾51098起，监督村级重大事项52875起，纠正不合理村级事务15638件。
