　　法制晚报讯(记者 李洁 陈斯) 记者上午获悉，针对市人大代表提出“养老助残券变养老助残卡”的建议，市民政局相关负责人表示，“券变卡”今年上半年力争在海淀区推广完成，并争取年内在全市推广。届时，养老助残卡的功能将扩展，针对老年人等特殊群体的特点，增加“买送”等服务。

　　针对券变卡，市民政局副局长、新闻发言人李红兵坦言，推广的过程也要考虑人文因素。例如老年人习惯的改变，适度普惠和重点照顾也应该相辅相成。目前海淀区正在进行试点，今年上半年将力争券变卡改革在海淀区推广完成，年内争取向全市推广。

　　“首先需明确，这笔钱一定不会变成现金，但要发挥相应的撬动作用。”李红兵介绍，券变卡最核心的内容是服务，今后服务商和服务内容都要多起来，而养老券的性质、原则也会有相应调整。例如，针对服务群体的特点，养老助残券(卡)不应仅支持直接买商品，应更多支持把商品送上门的服务，这样使用的领域才会越来越宽。

　　居家养老服务平台项目还包括“小帮手”电子服务器，其具备紧急医疗救助、走失迷路定位等功能，具备语音服务、指纹采集和认证、信息发布等多功能的养老助残服务信息系统等。
