　　程先东表示，铁路是大众化交通工具，是传播社会主义精神文明的重要窗口。铁路部门对于限制失信被执行人高消费等行为高度重视，要求全路各单位列入重点工作内容，切实履行好社会责任。

　　程先东表示，一是建立工作机制。我们结合铁路实际制定了“构建诚信 惩戒失信”工作推进方案，明确各部门职责分工和目标任务，着手建立长效化工作机制，将工作措施、成效纳入对各单位考核的重要内容，着力抓好推进落实。

　　二是开展宣传教育。我们将利用铁路站车宣传阵地，广泛开展遵纪守法、诚实守信的宣传引导，营造诚信光荣、失信可耻的浓厚氛围，警示教育失信被执行人。同时，组织加强相关岗位职工思想教育和业务培训，把惩戒失信要求落实到铁路工作岗位和职工作业中。
