　　方正辉，男，汉族，1960年8月出生，籍贯河南辉县，1977年7月参加工作，1983年7月入党。1977年7月，天津南开大学中文系毕业，文学学士学位，中欧国际工商学院高级管理人员工商管理硕士，高级编辑职称。1983年7月，在国务院办公厅人事局工作。1984年12月至2003年4月，先后任新华社《半月谈》编辑部编辑，编辑室副主任、主任，杂志社党组成员、副总编辑兼总经理。2003年4月，任中国外文出版发行事业局副总编辑，2005年3月，任中国外文出版发行事业局副局长兼副总编辑。其间，经中组部选派，到美国哈佛大学进修学习。2011年3月，任光明日报社副总编辑。2013年12月，任中国外文出版发行事业局副局长。入选全国新闻出版行业领军人才。
