据了解，为进一步提升垃圾短信治理水平，三大运营商都采取了治理措施。其中，2013年9月以来，中国移动在全公司范围内开展了“网络与信息安全攻坚行动”，重点对端口类垃圾短信等进行专项治理。截止目前，已关停垃圾短信违规发送端口3万余个，端口类垃圾短信日均投诉较行动前下降83%。

同时，中国移动还在全公司范围内开展了垃圾短信治理专项检查工作，抽调相关专业130余人使用超过2700人天开展对全国31省垃圾短信治理的专项检查工作，并以此为契机，完善制度、优化流程、提升技术，不断提高公司垃圾短信治理水平。

通过数据核查，10月份中国移动端口类垃圾短信投诉中由伪基站导致的占43%，较1月份增长41个百分点。为此，中国移动配合执法部门开展了专项打击。据不完全统计，截至目前已配合公安部门破获伪基站案件607起，扣押伪基站设备近664台，抓获不法分子920人。
