该《实施意见》整合了江西省各类考核评价体系，取消单项考核，按照“五位一体”总布局，全面考核评价党的建设、经济发展及成效、社会管理综合治理、精神文明建设和生态文明建设等内容，并分类予以考核。

“不再以GDP论英雄”的一个重要前提是各级政府的利益基础要与GDP适度脱钩，要对地方政府的责任界限梳理和划分，明确财权与事权。
