据报道，斯诺登希望以手中掌握的机密文件为筹码，获得美国政府的特赦。负责调查泄密事件的NSA官员Rick Ledgett表示特赦可以考虑，而NSA局长General Keith则不这样认为，他表示这就像“绑架50人的劫匪射杀其中10人后，对警方说：如果你们特赦我，我就释放其他40人”一样。
