同时发放三张TD-LTE牌照，为避免重复建设和资源浪费，工信部表示，将进一步推动三家运营企业开展共建共享的相关工作，鼓励和引导相关企业通过租建结合的方式组建4G网络。4G牌照发放不久，中国电信公开表态，将加强与其他运营商的合作，推进通信基础设施的共建共享。此前，中国电信多位人士在公开场合表示，希望能租借中国移动的TD-LTE网络。

12月3日，在“2013移动互联网国际研讨会”上，中国移动通信集团公司副总裁李正茂表示，今年中国移动重点保障TD-LTE覆盖超过100个大中城市，基站数量超过20万，明年计划将TD-LTE的覆盖城市扩展到300个以上，在全国更多的城市建设TD-LTE网络。一位业内人士对记者直言道，发放LTEFDD牌照的时间间隔越久，中国移动一家独大的局面会越厉害。如果要是拖上两年的话，估计行业会更加失衡。

对于监管部门来说，肯定要鼓励支持自主技术TD-LTE网络的发展，但是也不可避免让天平明显偏向了中国移动一方。因此，如何拿捏FDD牌照发放时间成为考验监管部门的难题。

独立电信分析师付亮对记者表示，预计今年底和明年初监管部门还会出一些政策来平衡三大运营商，比如采取非对称管制让三大运营商之间的利益趋于平衡。
