According to foreign media reports, because a lot of people have turned to using Web-based voice communications, United States regulators begin to consider whether or not to accelerate the final phase of the transformation.

据乔治城大学的一项研究估计，当地电话公司在2006到2011年之间花费了810亿美元维护传统电话网络，同时花费了730亿美元在现代宽带设施上。

但也有人表示，加快这一转换有可能会使贫困和农村地区的居民无电话可用。

FCC主席汤姆·惠勒也提到了希望能够维护曾用于保证美国电话服务的传统网络。来自数码权利组织的菲尔德称，他们希望确认每个人都能得到电话服务，而不仅仅是住在城市中并且能够负担得起的人。

目前，约有1亿美国人仍然依赖于老式的由铜线与信号交换站构成的电话网。
