中新网绵阳11月26日电(记者 周洪攀 杨超)备受关注的“7.9”江油盘江大桥垮塌案26日分别在四川江油市和梓潼县两地公开审理。
2013年7月9日11时许，四川江油盘江大桥发生垮塌，共造成6辆汽车坠水，5人死亡、7人失踪。事故发生后，绵阳市立即启动问责机制。9月下旬，经过司法鉴定，盘江大桥垮塌原因确定为“由调治构造物及桥墩基础防护未按设计施工图要求和国家相关规范进行施工和监理而造成的责任事故”。随后，检察机关先后批准逮捕涉案人员13人，纪检监察机关对3人进行党纪政纪处分。
26日上午，在江油市人民法院，公诉机关以涉嫌玩忽职守罪对原绵阳市交通运输局总工程师刘国学、原绵阳市公路管理处长周兴、原绵阳市公路管理处工程技术科副主任科员勾胤吉提起公诉。
据公诉方指控：被告人刘国学、周兴、勾胤吉在对盘江大桥检测后未及时将存有质量问题的报告送交有关部门，作为国家机关工作人员严重不负责任，不正确履行工作职责，致使公共财产、国家和人民利益造成重大损失，情节特别严重，其行为应当以玩忽职守罪追究其刑事责任。
在梓潼县人民法院，公诉机关以涉嫌受贿罪对与盘江大桥工程相关的原游仙经济开发区建设局局长胡开术提起公诉。据查，2011年7月至2012年3月间，胡开术利用担任绵阳市游仙区城镇基础设施建设(第一批)项目办公室副主任，具体负责项目申报、工程管理、会计核算、财务管理、综合协调等工作的职务便利，三次收受承建方齐雨凡等人送来的贿赂款共计人民币22万元，并在工程协调以及拨款等方面给予关照。案发后，被告人胡开术向检察机关退回赃款人民币22万元。
据了解，梓潼县人民法院还将于27日、28日分别对涉案的原江油市青莲镇城镇管理办公室主任张鹏举涉嫌滥用职权罪、受贿罪；盘江大桥维修加固工程承包人齐雨凡、陈小勇、任佳涉嫌行贿罪进行审理。
据悉，庭审过程将持续3天左右，两地法院将择日宣判审判结果。(完)
