　　18日下午，中新网记者就此事采访了西安市环保、城管等部门，但多个部门互相“踢皮球”，表示此事不归自己管理。

　　“高音喇叭不归我们管。”西安市环保局新城分局工作人员说，在公共场合组织娱乐，使用音响器材音量过大，影响居民的工作和休息，不听制止的，属于城管部门管辖。
