　　新华网杭州11月13日电 (记者周竟)浙江省乐清市4名不法分子为挣钱违规开办酸洗冶炼场，未经任何处理，任废气、废水自然排放，导致周围部分村民腹痛不适，肠道溃烂。日前，乐清市人民法院对该案作出一审判决，以污染环境罪判处4人有期徒刑二年至三年六个月不等刑罚，并均处以3万元罚款。

　　去年11月底，乐清市清江镇谢屏村外岙自然村不少村民出现腹痛不适，肠道溃烂现象，另有一批家畜死亡。村民们怀疑有人向山顶水库投毒，向环保和公安部门举报。

　　乐清市环保和公安部门紧急赶赴现场查看，发现备用水源上方有非法小冶炼窝点，其废水可能造成水质污染，当即会同清江镇政府告知村民停止使用该水源。

　　经调查，该窝点为徐某、赵某等4人非法开办的酸洗冶炼场，由于没有任何废水处理设备，污水直排，最终污染了下方的水库。乐清市疾病预防控制中心等部门对水库、水池进行检测，结果显示这些水pH值、硝酸盐、锌、铅和镉等多个指标不合格，不符合《生活饮用水卫生标准》等国家标准。

　　事发后，黑窝点相关人员相继归案。据查，罗某、杨某负责回收旧材料冶炼银等金属，剩下的废料则由徐某、赵某用强酸提炼铜、金等金属，徐某、赵某从中获利4万余元。

　　据了解，该事故发生后，乐清市环保部门已投入了120余万元来善后，目前污染基本消除。
