　　中新网乌鲁木齐11月13日电 (记者 戚亚平) 13日来自新疆生产建设兵团科技局农社处的消息称：由新疆兵团科技局推荐的2个国家科技惠民计划项目已获得科技部、财政部批准立项，共获得国拨经费2150万元人民币。

　　据介绍，这两个国家科技惠民计划项目分别为：由新疆兵团科技局组织推荐、第十师牵头申报的“额尔齐斯河流域蚊蚋高效安全防控技术集成与示范”项目，国拨经费1160万元；以及由新疆兵团科技局组织推荐、石河子大学牵头申报的“新疆兵团边境地区妇女多发病诊治适宜技术示范应用”项目，国拨经费990万元。项目的实施将为新疆兵团解决边境地区妇女多发病和额尔齐斯河流域蚊蚋提供科技支撑和示范作用。

　　科技惠民计划是科技部会同财政部于2012年启动实施的政策引导类计划。该计划坚持面向基层，依靠科技进步与机制创新，加快社会发展领域科学技术成果的转化应用。通过在基层示范应用一批综合集成技术，推动一批先进适用技术成果的推广普及，提升科技促进社会管理创新和服务基层社会建设的能力。2012年国家进行12个省市试点，2013年在全国全面开展。

　　据悉，“额尔齐斯河流域蚊蚋高效安全防控技术集成与示范”项目，应用中国科学院武汉病毒研究所和西北农林科技大学先进技术，在第十师进行蚊蚋高效安全防控技术集成与示范，建立以蚊蚋幼虫生物防治为主体、滋生地环境治理为基础、爆发期环保型农药喷洒为保障、城镇居民区诱控为补充的蚊蚋综合防治技术体系，大面积将蚊蚋成虫虫口密度降低到居民可以承受的范围之内，使边疆地区居民和农牧民免受蚊蚋成灾叮咬之苦，减少疾病传播，为边疆军民生产、生活营造一个正常环境。

　　“新疆兵团边境地区妇女多发病诊治适宜技术示范应用”项目，针对严重影响女性生存质量和威胁生命健康的女性生殖系统肿瘤、盆底功能障碍性疾病和围绝经期综合征等三个重大疾病，采用先进适宜技术，以石河子大学医学院第一附属医院为中心，在第四、五、十师进行女性生殖系统肿瘤早期诊治和微创手术、盆底功能障碍性疾病及围绝经期综合症规范化诊治适宜技术集成与示范，构建“适宜技术示范中心-适宜技术示范基地-基层医院”的3级区域性医疗协作体系，建立国家级医疗适宜技术示范基地群和人才团队，提高本区域内各级医院女性生殖系统肿瘤、盆底功能障碍性疾病和围绝经期综合征诊治技术的规范和整体水平，改善患者的生活质量，为新疆兵团广大人民群众提供更为高效和优质的医疗服务。
