　　本报北京11月12日讯 记者张维 教育部等多部委《关于建立中小学校舍安全保障长效机制的意见》(以下简称《意见》)近日已经国务院同意并发布。《意见》强调，地方政府是保障中小学校舍安全的责任主体。对发生因校舍倒塌或其他因防范不力造成安全事故导致师生伤亡的地区，要依法追究当地政府主要负责人责任。

　　《意见》明确，因校舍选址不当或建筑质量问题导致垮塌的，评估鉴定、勘察设计、施工监理等单位负责人要依法承担责任。对挤占、挪用、克扣、截留、套取长效机制专项资金、违规乱收费或玩忽职守影响校舍安全的，要依法追究相关负责人的责任。

　　《意见》要求，建立校舍安全年检制度。对城乡各级各类中小学现有校舍每半年要组织一次安全隐患排查。经排查后需要鉴定的，由当地教育行政部门委托有资质的专业机构及时进行相关鉴定。对未达到重点设防类抗震设防标准或达到设计使用年限仍需继续使用的校舍，每年进行一次鉴定；达到重点设防类抗震设防标准的，每5年进行一次鉴定。校舍排查鉴定结果要及时录入中小学校舍信息管理系统以便查询。

　　《意见》还要求建立校舍安全信息通报公告制度。教育部会同统计局、住房和城乡建设部、发展改革委、财政部、国土资源部、公安部等部门对全国中小学校舍信息数据进行统计分析，向各省级政府通报可能存在安全隐患的校舍信息，并每年定期向社会发布全国中小学校舍安全信息公告。地方各级政府也要建立相应的信息通报和公告制度。

　　根据《意见》，校舍建设项目涉及的行政事业性收费和政府性基金应免收；涉及的经营服务性收费，在服务双方协商基础上可适当予以减收或免收。企业通过公益性社会团体或者县级以上政府及其部门对中小学校舍建设的捐赠支出，按照相关税收政策规定予以税前扣除。

　　此外，中小学校舍安全工作实行国家重点督察、省市定期巡查、县级经常自查的监督检查机制。地方政府要把中小学校舍安全工作作为教育督导的重要内容，每年向同级人大、政协报告、通报工作情况，接受法律监督和民主监督。设置监督举报电话和公众意见箱，广泛接受社会监督。
