Development of social work in China is not in equilibrium

Faster development in Guangdong, Shanghai, Beijing and other provinces is lagging behind

In addition, experience talent shortage and wastage of social workers, only one-third in Guangzhou engaged in social work professionals hold certificates of qualification, 78% social workers perceived lack of skills and experience, it is difficult to meet the needs of community service, and the wastage rate of social workers in Shenzhen is close to 20%, hindering the further development of social work.

　　我国社会工作发展呈不平衡状态

　　广东、上海、北京发展较快，其他省份相对滞后

　　本报山东讯(记者张杰 通讯员翟冉)11月9—10日，第六届华人社区社会工作专业研讨会在济南举行，与会学者围绕“老龄化与社会工作”、“社会管理创新与青少年社会工作”、“社会工作人才培养”等议题展开深入研讨。

　　社会管理创新为社会工作发展提供了条件，“专业社会工作者”作为一种职业也开始得到社会各界认同，《国家中长期人才发展规划纲要(2010—2020年)》明确提出，到2015年，社会工作人才总量要达到200万人，但在与会学者看来，社会工作发展仍然面临困境。

　　香港大学教授梁祖彬认为，当前我国的社会工作发展呈现不平衡状态，广东、上海、北京发展较快，其他省份发展相对滞后。即使在较为发达的广东省发展也不平衡，珠三角地区社工机构占到全省的97%。此外，社工人才经验不足并且流失严重，广州从事社工服务的专业人员中仅1/3持有资格证书，78%的社工自感技能与经验不足，难以满足社区服务需要，而深圳的社工人才流失率接近20%，阻碍了社会工作的进一步发展。

　　北京大学社会学系教授王思斌认为，我国的社会工作者职业水平评价制度已经相对完整，但是使用制度、激励制度还相对滞后，要促进培养制度、评价制度、使用制度的衔接，同时，健全社会工作制度，需要有关部门大力的、实质性的协同，要在部门系统落实文件精神上下功夫，同时注重不同系统政策的相对平衡与协调。

　　来自北京大学、香港大学、香港中文大学、山东大学等高校的百余位学者参加了此次研讨会。此次会议由香港社会工作人员协会、山东大学主办，山东大学哲学与社会发展学院承办。
