宣传干部一定要强起来
——深入学习贯彻习近平同志在全国宣传思想工作会议上的重要讲话精神

习近平同志在全国宣传思想工作会议上的重要讲话指出,做好意识形态工作,“宣传思想部门承担着十分重要的职责,必须守土有责、守土负责、守土尽责。宣传思想部门工作要强起来,首先是领导干部要强起来,班子要强起来。”学习贯彻习近平同志的这一重要论述,需要深刻认识两个重大问题:一是为什么这个时候强调宣传干部要“强起来”?二是应该在哪些方面“强起来”?
新挑战新任务要求我们强起来
从总体上看,新的社会环境、新的思想舆论格局、意识形态斗争的新特点,对我们提出了新挑战,迫切要求宣传干部强起来。
从社会组织系统看。社会结构深刻调整,社会组织日益多样,一方面激发了社会活力;另一方面,不同社会群体之间存在着看问题的视角差异,存在着话语体系差异,存在着群体隔膜,仅靠传统方式与不同社会群体进行沟通,难以有效对接。
从市场经济角度看。社会主义市场经济的发展,一方面大大提高了资源配置效率,改善了人民生活;另一方面,由于体制机制不完善、道德规范不健全,个人利益追求、竞争压力、收入分配差距等引发部分社会成员心态浮躁甚至心理失衡,过度的利益追求、拜金主义对社会诚信、社会公德带来挑战。
从对外开放背景看。随着经济全球化深入发展,我们在吸收人类文明成果的同时,西方思想文化、价值观念乃至生活方式也对我们产生了广泛影响。
从媒体格局看。信息革命和互联网迅猛发展,一方面提高了人们生产生活的便捷性和舒适度;另一方面,在全媒体时代,网上舆论众声喧哗,带有明显的无序和非理性特点,容易形成舆论风暴和网络暴力,容易误导社会舆论。
从思想舆论氛围看。一方面,思想舆论的主流是积极健康的;另一方面,西方资产阶级的极端个人主义和金钱至上等思想与我国的一些封建思想残余相互交织,挑战中国特色社会主义主流思想舆论。思想意识多元多样多变的特点更加明显,经济利益与政治诉求相互交织,现实问题与思想认识问题相互影响,群众合理诉求与别有用心的人插手利用相互作用,宣传思想工作面临着异常复杂的形势。
从宣传队伍自身看。在新形势新挑战面前,宣传干部队伍中有的对意识形态工作的极端重要性缺乏足够的认识,不安心、不专心、不愿意做宣传思想工作;有的知识结构单一,应对挑战、开拓创新的能力不足,在困难和矛盾面前办法不多;有的以不变应万变,不思进取,被动应付。
面对新形势新挑战,我们可以得出三点认识:一是宣传思想工作的重要性更加凸显,宣传稳、大局稳,宣传乱、天下乱。二是宣传思想工作更加需要政治定力和责任担当,徘徊和懈怠,势必丧失阵地和主动权。三是宣传思想工作更加需要开拓创新和大智慧,因循守旧和简单化,难以开拓工作新局面。这表明,宣传思想工作在面临前所未有挑战的同时,也迎来了建功立业的历史机遇。宣传干部要增强忧患意识、责任意识、进取意识,依靠自身强起来推动宣传思想工作强起来。
宣传干部要在四个方面强起来
面对新形势新挑战新任务,宣传干部一定要在思想理论上、政治原则上、业务素质上、工作作风上强起来。
在思想理论上强起来。宣传干部是先进思想理论的倡导者、传播者、建设者,自身首先要在思想理论上强起来。一是坚定理想信念,坚守共产党人的精神追求。理想信念是共产党人精神上的“钙”,是抵御各种诱惑的“抗体”。做其他工作,理想信念是基础,是底线,是精神支柱;做宣传思想工作,理想信念是否坚定还要体现在工作过程中。党的宣传干部一定要有崇高的理想、坚定的信念,要“练就金刚不坏之身”,为信仰去拼搏、去奋斗,以坚定的理想信念激励和规范自己,以体现理想信念的工作服务社会。二是把系统掌握马克思主义理论作为看家本领。要用科学理论武装人,宣传干部首先要武装自己;要求干部真学、真懂、真信、真用,宣传干部首先要自己学好、学深。在理论宣传、理论阐释、理论研究中,坚持问题导向,弘扬理论联系实际的学风,善于运用马克思主义立场、观点、方法分析问题,善于运用科学理论解决宣传思想工作中的实际问题。三是秉持科学精神,掌握理论思维。宣传思想工作是科学理论的传播工作,科学精神和理论思维是做好工作的前提。要用历史的、比较的、辩证的方法讲道理,既讲判断和结论,又讲事实和逻辑,占据道义高度和说服力优势,展示说理基础上的坚定性。
在政治原则上强起来。政治原则上强起来,是当前宣传干部的紧迫任务。一是旗帜鲜明地坚持党性原则。宣传思想工作是党治国理政的重要手段,必须旗帜鲜明地坚持党性原则。要坚持正确政治方向,站稳政治立场,坚持不懈地宣传党的理论和路线方针政策,大张旗鼓地宣传中央重大决策部署,态度鲜明地宣传中央关于形势的重大分析判断,坚决同党中央保持高度一致,坚决维护中央权威。二是敢于善于反驳错误思想言论。勇于站在风口浪尖上讲真话,勇于在众说纷纭中发声音,厘清是非界限,引导思想舆论。在错误思想言论面前,不退缩、不逃避、不放任、不奉迎、不媚俗。三是增强政治家意识,坚持党管媒体原则不动摇。坚持政治家办报、办刊、办台、办新闻网站,确保宣传思想工作的领导权管理权话语权不旁落。切实管好阵地、管好内容、管好新媒体、管好从业人员。当前,要重视解决一些媒体工作人员在市场压力下“腿发软”、在网络媒体裹挟下迷失盲从的问题,进一步加强马克思主义新闻观教育,引导他们冷静思考党和人民需要什么样的媒体、需要什么样的报道、需要什么样的编辑记者。
在业务素质上强起来。宣传干部除了政治上可靠,还要在理论上、笔头上、口才上或其他专业上有“几把刷子”,真正成为让人信服的行家里手。一是有“本领恐慌”,不断学习、终生学习。做好宣传思想工作,需要掌握多方面知识,特别是在环境不断变化、知识不断更新的形势下,需要与时俱进、不断学习。要学习马克思主义理论,学习中国特色社会主义理论体系,学习党史国史以及新闻出版、文学艺术、经济法律等知识,了解信息技术发展和新一轮工业革命的最新动态。二是有驾驭复杂局面的能力,坚持正确的思想方法,在善于管理方面有所作为。意识形态领域问题错综复杂,有些是理论问题、政治问题,有些是学术问题、认识问题,不能一概而论,需要科学分析、区别对待。互联网是先进工具,应积极运用、学会驾驭;由于是先进工具,我们不熟悉,对管理滞后造成的负面影响要有充分估计。应旗帜鲜明地加强互联网管理,坚持依法依规管理、依职责管理、依章程自律管理,运用科技创新手段管理。三是有改革创新的能力,积极探索,开创工作新局面。应善于推动理论创新、新闻传播创新、文艺文化产品创作生产创新。当前,应特别重视话语表达创新。面对社会结构的变化,宣传干部必须主动适应话语表达的新形势,具备与不同群体进行沟通的能力。要克服心理障碍、语言障碍,不抱怨、不畏难,到群众中主动沟通,学习群众语言,不能简单地用机关语言、文件语言、会议语言去传播、去沟通。借鉴我国传统文化中借物说理、借情说理、借事说理的方式,内源于心,外陈于情,推动沟通方式创新,推动话语体系转变。
在工作作风上强起来。宣传思想工作应克服容易空、容易虚、容易走形式走过场的问题。一是虚功实做,善于用实施工程的办法做好宣传思想工作,用工程化项目化的方式推动工作落实。比如,为了掌握网络舆论主动权,湖北省实施新媒体阵地占领工程,推进网络内容建设项目和主题宣传网上表达改造项目。这“一个工程、两个项目”的做法,既体现了出发点的“实”,即具有很强的针对性;又体现了工作举措的“实”,即项目化工程化。再如,我们在新闻工作者和高校新闻院系中开展“我是建设者”大讨论,针对思想实际这个“实”,以新闻工作者和新闻院系师生为主体展开讨论,措施和效果也体现了“实”。二是坚持“走转改”,坚持走进群众、服务群众。宣传干部要在破除“四风”中走在前列,建立联系群众、服务群众的长效机制,切实解决“为了谁、依靠谁、我是谁”的问题,着力整改虚华、冗长、浅表、媚俗等不正文风,大力倡导短、实、新、深、活的文风。坚决克服宣传报道脱离生活、不接地气、同群众贴得不够紧的问题,坚决克服一味迎合市场的低俗现象。适应基层和群众的文化需求,加强公共文化服务,创新服务内容和方式。坚持以人民为中心的工作导向,多创作生产面向基层和群众的文艺精品。尊重基层和群众的首创精神,发挥人民群众的文化建设主体作用。
