华西村，被树立为农村走共同富裕道路的典型。在原华西村书记吴仁宝带领下，“70年代造田、80年代造厂、90年代造城”，紧抓时代脉搏，华西村村民上演着农民致富的神话，村民每家存款过千万，成为中国最富有的村庄之一。
3月7日，公司秘闻（ID：high3c）在深交所网站上找到了一份债券说明书，里面详尽记录了华西村旗下最主要资产—华西集团的家底。截至2016年一季度，华西集团控制的华西集团旗下公司达到208家，总资产541.93亿元。

华西村，被成为中国最富有的村庄之一，人均近9万元的年收入，让其将一些一线城市也甩在身后。而让华西村创造财富神话的，则是由华西村委会控制的华西集团及其控制的庞大产业版图。
华西集团的前身，是1987年成立的村办集体企业江阴县华西工业供销公司，后历多次变更，于1993年组建为华西集团公司。
组建之初，华西公司注册资本仅1.22亿元。经过30年的发展，到2016年6月时，华西集团的注册资本已经达到90亿元，华西村民委员会持股99.9%，华西社区服务中心持股0.1%。

庞大的产业基础，为华西集团打下了财富基石。2013年、2014年及2015年度及2016年一季度，华西集团营业总收入分别为265.45亿元、274.36亿元、214.63亿元和55.10亿元。
负债方面，截至2016年3月，华西集团总负债389.07亿元，资产负债率为68.78%。其中有息负债245.7亿元。
华西集团7名董事全来自华西村党委
由华西村委会控制的华西集团，日常经营由7人组成的董事会负责。董事会名单显示，7人全部来自华西村党委，董事长吴协恩为原华西村党委书记吴仁宝儿子，其现任华西村党支部书记，村委会主任。

在华西集团担当董事一职的包丽君，还担任华西集团下属12家公司董事长，其在华西村职务为党委副书记。华西村党委副书记何建南、瞿建军，在担任华西集团董事外，还分别担任华西北钢、华西都农董事长职务。
华西村党委委员杨永昌，在担任华西集团董事之余，一人身兼华西南钢等9家华西集团下属公司董事长职务；华西村党委委员、华西集团董事陶葵军则仅担任华西污水处理董事长。与其一样的还有黄建刚，其除华西村党委委员、华西集团董事职务外，仅担任华西新建董事长一职。
除董事外，华西集团高管团队中，吴协平、秦宏、卢剑敏、李庆等，均为华西村党委委员，在华西集团下属5家企业任职的吴秀琴，则是华西村村委会委员。唯一例外的华西村股份董事长汤维清，是由吴协恩引进的外部人才。
昔日“钢铁致富”如今全面亏损
钢铁行业板块占华西集团营收大头，也是华西村财富源头。上世纪90年代，在时任华西村书记吴仁宝的带领下，华西村通过引进上钢五厂因杨浦大桥建设而拆迁的线材生产车间，拉开了建设现代工业的序幕。
目前华西集团拥有博丰钢铁、华西北钢、华西南钢等公司。围绕钢铁加工，华西集团在华西村还先后建起型材厂、法兰厂、带钢厂、焊管厂、弯管厂等一批企业，构建了钢铁加工产业链。
2013年、2014年及2015年度及2016年一季度，华西集团钢铁营业收入分别为179.05亿元、178.29亿元、129.89亿元和37.37亿元，占营业总收入的占比分别为67.45%、64.98%、60.52%和67.82%。

但在钢铁行业不景气下，华西集团的3大钢铁企业全面亏损。2016年一季度，博丰钢铁、华西北钢、华西南钢净利润分别亏损403.96万元、6818.25万元、2988.51万元。
此外，华西集团尝试的海运业务目前也是巨额亏损。在2008年金融危机后，航运公司大多亏损，以抛售船只的形式来降低损失。华西村党委书记、集团公司董事长吴协恩认为这是进入航运行业的千载难逢的时机，华西集团出手低价购买了5艘二手船，开始涉足航运行业。
在华西集团的发债说明书中，华西集团称目前旗下拥有 11 艘远洋运输散货船，2 艘冷藏运输船，年运输能力超 600 万吨，主要运输铁矿、煤炭等物资，航线分布巴西、南非、印度、墨西哥等国家和地区。
但华西集团披露的数据显示，负责海洋运输、海洋工程业务的宝立国际、华西海洋工程2016年一季度均巨额亏损，净利润分别亏损5949.71万元和12801.16万元。
2015年投资收益27.69亿元
尽管主要营收板块钢铁业务亏损，但华西集团近年仍实现了不低的利润。2013年、2014年及2015年度及2016年一季度，华西集团利润总额分别为5.18亿元、6.25亿元、14.33亿元和5087.70万元。
利润来源，主要是投资收益。2013年到2016年一季度，华西集团投资收益分别为3.78亿元、5.03亿元、27.69亿元和575.75万元，在利润总额中占比分别为73.00%、80.36%、193.25%和11.32%。
华西集团称，投资收益主要来源于持有和处置长期股权投资、可供出售金融资产、交易性金融资产而取得的收益，公司持有的长期股权投资主要集中于银行、证券、期货及拟上市公司等领域。
由实业转型成金融集团，是现任华西村书记吴协恩的目标。吴协恩接受媒体采访时曾表示，“华西能拿的金融牌照要都拿到，政策不允许做的业务也要与别人合作，逐步参与。”
早在2005年，华西集团先后成立了融资担保公司和典当公司，2009年又成立集团财务公司，陆续投资参股5家银行、2家证券公司。如今，华西集团将其未来发展目标定位金融控股集团，并借助资本市场的力量，积极推动。
作为华西集团旗下唯一上市平台，华西村股份1999年就登陆A股。如今，华西集团仍持有华西村股份44.2%股份，为控股股东。目前华西村股份总市值89亿元，2016年前三季度营收14.98亿元，净利润5.36万元。
2015年下半年，华西村股份设立一村资本和一村资产，旗下已拥有并购、资管、战投、创投多项业务。华西村股份称，2017年至2018年，公司“投资+融资+资产管理+创业投资”金控平台搭建完成，新金融投资业务成为公司主要利润来源；2019年至2020年，公司确立金融投资主业地位，拥有符合公司战略协同的金融牌照，实现公司业绩在2015年末基础上翻两番的战略目标。
