2016年3月，来宾警方在工作中发现，有人在网上发布贩卖卷烟的信息。来宾市公安局治安支队经过进一步工作发现，发布贩卖卷烟信息的男子系甘某恒（男，32岁，来宾市人），甘某恒从2016年年初开始，利用微信、QQ等聊天平台，销售普遍低于市场价格的卷烟，且是假冒伪劣产品，案件涉及中国31个省（自治区）和直辖市。

鉴于案情重大，来宾市公安局从治安支队等相关警种抽调精干警力成立专案组。6月9日，中国公安部三局和国家烟草专卖局专卖司将此案列为挂牌督办案件。通过深挖，专案组侦查发现，甘某恒为三级代理，其上线在湖南省怀化市，甘某恒通过这一上线得到大量卷烟，再通过物流寄递的方式销往其他地区。湖南怀化的二线代理系杨某赟（男，18岁，湖南省中方县人）和杨某斌（男，26岁，湖南省中方县人）二人专吃中间差价。

专案循线追踪，最终查明销售的假烟均来自福建云霄的上线张姓男子（男，28岁，福建省云霄县人），张某为整个售假网络的一级代理，专门制售普遍低于市场价格的假冒伪劣卷烟，并且在互联网上零售，还不断发展下级代理。该犯罪团伙为获取非法利益，在未取得相应许可情况下通过微信、QQ、支付宝等工具销售卷烟牟利，违反国家对卷烟的专卖规定，严重扰乱了卷烟市场经营管理秩序，涉嫌非法经营。

2016年9月，专案组认为抓捕时机成熟，立即联合来宾市烟草专卖局开展抓捕行动。9月27日，第一抓捕组在来宾市一举抓获了甘某恒。第二抓捕组在湖南省怀化市根据前期侦查线索，一路追踪到杨某赟的乡下老家，但无奈找寻7小时仍不见其踪影。民警随即通过分析其日常活动轨迹，迅速找到一条杨某赟经常出现的路，在路边蹲点守候，终于抓获杨某赟。民警顺藤摸瓜，成功抓获杨某斌，找到他们的制售窝点，现场查扣各类卷烟40余种（共计389.4条7.70万支，价值13.35万余元）；用于售卖卷烟的手机、电脑、银行卡、快递单、纸箱一批。10月27日，第三抓捕组来到福建省云霄县成功抓获一线代理张某斌，并找寻到位处于山顶上的制售窝点，当场缴获并冻结寄往中国各地的假烟物流单4000余件。

经审查，犯罪嫌疑人张某斌、杨某赟、杨某斌、甘某恒对犯罪事实供认不讳。9月28日杨某赟、杨某斌、甘某恒被刑事拘留，11月2日被执行逮捕；10月27日张某斌被刑事拘留，12月1日被执行逮捕；其他人员的追捕工作在有序进行中。
