本次美国政府移交管理权的接受机构为ICANN，中文全称“互联网名称与数字地址分配机构”，ICANN对外表示互联网域名管理权的移交能够保证互联网长期稳定开放。

ICANN是一家成立于1998年的非营利性国际组织，目前，按照与美国国家电信和信息局的合同，该机构下属的“互联网数字分配机构”负责管理互联网域名管理系统，涉及域名、数字资源和协议分配三个部分。

值得注意的是，本次美国政府移交的组织并非联合国、国际电信联盟或其他政府间机构，该组织总部位于美国加州，此举被认为之后依然有利于美国，不过这也代表互联网共治走出第一步。
