　　中青在线福州9月28日电（中国青年报·中青在线记者 陈强） 今年第17号台风“鲇鱼”今天凌晨在福建省惠安县沿海登陆，可在百余公里之外的省会福州，市民一觉醒来却发现这座城市已浸泡在水中。

　　福州城区部分区域内涝严重，个别地方积水甚至达到齐腰深，分不出哪里是河哪里是路，市民出行困难。从微信朋友圈的晒图看，有人用皮筏艇运送产妇到医院生产，有穿婚纱的新娘坐小船行进在马路上，而福州火车站前有工人正在紧急搭建简易桥供旅客进出站。

　　半个月前，今年第14号台风“莫兰蒂”在厦门市翔安区登陆，福州同样遭遇了内涝。有网友调侃说：“台风去福州，福州淹了；台风去莆田，福州淹了；台风来厦门，福州淹了；台风去惠安，福州还是淹了。原因，福州的城市口号是：海纳百川，有容乃大。”

　　记者检索发现，2011年5月15日一篇题为《福州斥资近百亿治内涝》的报道称：“福州市政府表示，今年起新投资24.5亿元，加快打造‘百年一遇’的防洪抗涝体系。”但福州市民却发现，这几年内涝的发生越来越频繁。

　　据此间媒体援引福州市水利局的分析说，这些年福州内涝灾害频发的主要原因是：极端天气频发、地形地貌特殊、蓄洪滞洪能力较弱、内河排涝能力不足、防涝排水设施标准低。

　　昨天刚刚闭幕的中共福州市第十一次代表大会提出，未来五年，将通过方方面面的举措增进民生福祉，其中包括加快解决城市内涝问题。据悉，福州市计划采取上截、中疏和蓄滞、下排对策措施，提升城区排水防涝能力。
