最重要的是，Herman认为要开发出完成度在80%的无人驾驶汽车很“容易”，只要天气、GPS定位信号非常好，道路标志设置合理。

但问题是要实现剩下的20%就非常困难，因为这需要汽车可以在没有GPS定位信号、天气恶劣及或没有道路标志的情况下自动行驶。

虽然人类有可能实现上述目标，但如今的无人驾驶汽车还达不到这一标准。

这也是无人驾驶汽车在加利福尼亚州的表现如此抢眼的原因，因为加州只有明媚的阳光和下雨两种天气。从这个角度来看，Herman的观点就很站得住脚了。
