　　9月1日起，深圳交警开始集中开展“冲绿灯”违法交通行为整治工作。闯红灯大家都不陌生，什么是“冲绿灯”？“冲绿灯”有什么危害？

　　什么是“冲绿灯”？

　　所谓“冲绿灯”，指的是当信号灯变绿时，如果前方车辆仍然被堵在路口中心无法通行，那么机动车应该在路口外等候，否则就构成了“冲绿灯”。

　　“冲绿灯”使交通从拥堵到瘫痪

　　8月31日中午，在深圳西乡大道工业路，路口因为车辆滞留而导致阻塞，而这个时候，后面的车辆仍然在不断往前挤。

　　深圳市公安局交通警察局法制科副科长王海弟说，像这样交通处于阻塞停滞状态时，在停止线前的车辆不应该在绿灯时继续进入路口。一旦这些车辆进入路口，就会使另一道路上需要左转的车辆不能行驶，加剧路口的拥堵状况。

　　同样的情况也出现在深圳解放路人民公园路路口，左转车辆在路口已经堵塞的情况下依然往前挤，而直行车辆同样不顾前方已经严重拥堵而依然选择前行，导致这个路口在短短十几秒内出现交通瘫痪。

　　王海弟说，这种行为就构成了“冲绿灯”。

　　交通路口如何判断绿灯能否通行？

　　正如我们在监控视频里看到的那样，“冲绿灯”会造成路口车辆不断积压，形成大面积拥堵，也容易导致车辆之间发生碰撞。对于驾驶员来说，行至绿灯路口，应该如何判断是否应该通行？

　　第一，当绿灯亮起时，若直行方向阻塞，那么直行车流必须在路口外等待，左拐和右拐的车流可以正常通行。

　　第二，当绿灯亮起时，若左拐、直行、右拐方向均出现阻塞，所有方向的车流都必须在路口外等待。

　　第三，当绿灯亮起时，左拐方向出现阻塞，左拐车流必须在路口外等待，直行和右拐的车流则可以正常行驶。

　　深圳市公安局交通警察局副局长冯新毅介绍，从主观上判断就是路口中央的车辆已经停下来不能动了，那就是不要再进去了。

　　“冲绿灯”属违法行为早有规定

　　在很多驾驶员的传统认知里，“冲绿灯”并不是一个违法行为。但其实中国道路交通安全法中对“冲绿灯”已经有了相关规定。

　　中国《道路交通安全法实施条例》第五十三条规定，机动车遇有前方交叉路口交通阻塞时，应当依次停在路口以外等候，不得进入路口。而《深圳经济特区道路交通安全违法行为处罚条例》第12条第一款第四项规定，遇有前方交叉路口交通阻塞时未依法停在路口以外等候，强行进入的，处300元罚款；第12条第二款规定，一年内有前款行为3次以上的，从第3次起每次处以500元罚款。

　　加大警力专项整治“冲绿灯”

　　深圳交警表示，从9月1日开始，交警将加大警力投入，组织路面执勤民警、高峰值守警力、铁骑巡查警力等全部警力，专项整治冲绿灯行为。同时还会在路口增设专用电子警察，对“冲绿灯”违法行为进行自动抓拍。

　　王海弟表示，开展“冲绿灯”专项整治的目的就是让市民知道“冲绿灯”属于违法行为，更好遵守道路交通法律法规，在交通阻塞的时候不再进入路口，让交叉路口中间的车辆可以尽快腾空，恢复正常交通秩序。

　　从9月第3周开始处罚

　　据了解，9月的前两周将作为宣传过渡期，也就是违规免罚期。9月第1周，对违法“冲绿灯”的车辆先进行宣传教育；第2周则进行现场口头警告；从第3周开始，将全面进行查处。
