　　拥有博士学历的河南登封市原副市长朱耀辉因受贿约49万元，近日被判有期徒刑4年，并处罚金25万元。值得关注的是，郑州市中级人民法院认定其10项受贿事实中，均为强行要求分管单位为其个人消费报销发票。

　　记者调查发现，“发票腐败”已成为少数干部的突出腐败形式，有的将报销发票当作隐形福利、大肆贪占公款，有的则将报销发票用作向下属单位、所辖企业变相索贿的手段，最终一张张发票成了腐败分子为刑期“埋单”的证据。

　　干部院里种棵桂花树也报销

　　2011年至2014年，朱耀辉作为登封市副市长曾分管教育、体育、卫生、食品安全等方面的工作。其间，朱耀辉以“协调工作”等名义曾多次安排其秘书、司机，或亲自出面，将发票拿到其分管领域的单位进行报销。

　　判决书显示，被要求报销发票的单位有：教育体育局、卫生局、新型农村合作医疗办公室、登封市武术管理中心等，此外还有一些学校、医院也在索贿之列，如登封市实验高中、登封市妇幼保健院、登封市少林武僧文武学校等。其中最多的一家单位先后为其报销13.9万多元发票。

　　朱耀辉的贪腐类型具有相当典型性。记者调查发现，在基层，违反财经纪律，搞发票腐败的现象屡见不鲜。这些发票腐败案件的特点：一是基层多发，主要集中在县处级、科级甚至股级干部中；二是涉及人员广，既包括党政主要领导，也有一般办事科员；三是隐蔽性强，几乎每起案件的背后，都有财务人员参与做假账，难于被发现。

　　江西省芦溪县原副县长黄云群2012年在建房期间，到乡下看中一家农户院里的大桂花树；随后这棵桂花树被买下，并送至黄云群所建新房的院子里栽好。购买运输桂花树总计花费的1.4万元最终在栗湾村账目上以“新农村建设购买苗木”的名义报销。

　　假发票、过路费、洗脚票，发票腐败操作手段多样

　　“发票腐败”在报销的操作方式上，主要有以下几种：

　　——变更名目，在本级财务“偷梁换柱”报销。如黄云群在担任江西省萍乡市芦溪县宣风镇党委书记期间，于2006年5月在北京301医院住院治疗花费7万余元。从北京回来后，他安排人将宣风镇政府与一家公司签订的花卉苗木基地协议进行修改，将协议上的单价由51元/平方米改为56元／平方米，公司便为镇里多开出7万元收据，随后在宣风镇财务入账报销。

　　而“发票市长”朱耀辉报销发票也主要集中在医卫和教育两大领域。他报销的发票有的来自日常消费，有的通过秘书等人收集而来。登封市卫生局财务人员在为其报销时发现，“票中有假发票、大货车过路费、洗脚票和外地发票”。朱耀辉拿到登封市少林武僧文武学校报销的7万元发票，由于无法报销，该校校长最终个人垫付。

　　——变相索贿，向所辖公司企业强行要求报销。浙江省平湖市环境保护局原公职人员何骁的案例颇具典型。他在利用其担任环境监测站气室主任、应急室科员等职务期间，利用职务上的便利，先后向10余家公司以报销发票形式索贿。他每次报销额度多在3000至7000元之间，累计金额约20万元。

　　企业对这种变相索贿行为也敢怒不敢言。浙江上虞一家公司在办理酒店项目集中验收审批的过程中得到原上虞市建设局便民窗口主任兼许可科科长朱建龙关照。公司董事长叶某说，被朱建龙暗示后，原打算送5万元，没有想到他拿12万多元发票来报销，贪心太重，但最终还是安排入账报销。

　　充分发挥会计审核作用，压缩腐败空间

　　记者调查发现，一些人之所以敢打发票报销的“小算盘”，正是利用了财务报账的漏洞。一些单位的会计审核流于形式，财务人员往往是只要见到报销凭据、简单审核金额之后就可以报销，对于具体资金流向不加追问和核查。

　　“虽然看似经过诸多环节，但实际上制约作用有限。”河南省直机关一名财务人员告诉记者，一是基层公务的花费有些界限模糊、公私难分。二是基层财务人员缺乏甄别的环境条件，在大部分案例中，“发票腐败”往往是在领导授意安排下，参与虚报作假。三是基层单位“一把手”报账签字权力缺乏监督制约手段。

　　此外，事后监督审计不力。以审计部门为例，县一级审计部门普遍面临人手不足。对审计部门而言，重点是要承担政府投资、重大项目、专项资金等审计，对点多面广的基层单位一般性公务支出难以覆盖。

　　受访纪检干部认为，真正压缩发票报销过程中的腐败空间，现阶段亟须围绕财务纪律执行，开展专项整治；同时系统研究如何堵塞漏洞，将其作为一项“不能腐”的制度进行系统性完善。管住入账腐败，这也是反腐走向深入的必然要求。（新华社郑州8月23日电记者甘泉）
