曾经，他心里像装着一盆火，谦虚谨慎，奋发向上；曾经，他被评为湖北省八五规划工作先进个人，受省政府通报表彰；曾经，他被组织委以重任，走上领导岗位，独当一面。他本该加倍努力，沿着阳光大道一路前行。
然而夏平却没有抵住金钱美色的诱惑，留下了人生的污点。这个污点如毒瘤一般不断地恶化膨胀，渐渐侵入了他的灵魂。为了情妇，他不惜越过党纪国法的红线四处敛财；为了老板，他运用自己手中的权力操纵招标项目，收受贿赂……最终走上了违法犯罪的不归路。
2012年9月，夏平接受组织调查，后被开除党籍、开除公职并移送司法机关处理。经查，夏平利用职务便利为他人谋取利益，收受和索取他人271.65万元，私分国有资产852.85万元给单位干部职工，挪用公款归个人使用等。2014年8月，夏平犯受贿罪、私分国有资产罪、挪用公款罪，被判处有期徒刑18年。

权色交易腐化堕落，夏平在贪色之路上越陷越深。在任湖北省信息产业厅副厅长时，夏平又认识了某公司总经理K某，随后两人又发展为情人关系。
K某多次要求夏平在公司业务上予以关照。湖北省电子政务平台建设启动后，K某任总经理的公司与另一家公司联合投标相关工程项目，而夏平正担任该项目评标委员会评委。在夏平的支持下，K某任总经理的公司与另一家公司联合中标，两家公司与省信息产业厅签订了总金额为1129万元的工程合同。
2011年，K某为使自己负责的公司能够承接湖北省无线电管理委员会业务办公及门户服务系统工程，找夏平帮忙。毫无疑问，又在夏平的帮助下，K某负责的公司顺利中标该项目，与省无委办签订了总金额达216万余元的工程合同。
被金钱俘虏，他成了老板的“代言人”
在美色面前，夏平经不起考验；在金钱面前，他照样经不起考验。因为长期在经济部门工作，管着项目、资金和政策，“平民厅长”夏平成为了老板们拉拢腐蚀的重点对象。
2009年初，湖北某建筑集团的项目经理G某认识了时任湖北省无线电管理委员会办公室主任的夏平。此后，为了能承接省无线电监测网扩容升级工程基建项目，G某想方设法跟夏平套近乎。通过邀请夏平打牌、送现金、送名表等手段，G某终于如愿以偿，他所在的建筑集团顺利中标该工程，合同金额达1.288亿元。事后，G某为感谢夏平，又送给他现金、金条和加油卡，权钱交易就这样赤裸裸地进行。
在夏平周围，像G某这样的老板“朋友”还有一大堆。为了拉拢夏平，另一位老板L某除了送钱给夏平外，还花35万元为夏平装修房子。在夏平的关照和操作下，L某实际负责的公司获得了某政策扶持资金共计530万元，后又中标省无委办远程视频智能监控系统项目并签订金额为157万元的工程合同。
尝到了权钱交易甜头的夏平，胆子越来越大，从一开始的被动收受钱物，到后来变成明目张胆地主动索要。武汉某科技公司董事长Y某申报省信息产业厅某项目，找夏平寻求支持。夏平为了个人用车方便，要求Y某给一辆轿车供其使用。此后，夏平一直使用该车，后来在未支付任何购车费用的情况下，将轿车过户至其儿子的名下。
“开始我也知道他们是为了一些工程项目而来，也很谨慎。但接触多了，互相熟悉了，戒备的弦也就松了。说到底，还是自己党性不强，认识不高，警惕性不够。”夏平在忏悔书里写道。
老板们千方百计与他接近，先约饭局，再约牌局，投他所好，循序渐进。起初送点烟酒土特产，他收下了，继而通过打牌送点“牌资”，他笑纳了，最后送美元、送金条，投石问路、步步为营、不断拉拢。而夏平则一步步沦陷，把党性原则丧失了，把党纪国法忘记了，彻底沦为了老板“朋友”们的代言人。
私分国有资产，他建了违规“小金库”
夏平不仅自身搞腐败，还让腐败滋生蔓延到单位。
根据规定，湖北省无线电管理委员会办公室及其委托机构对全省无线电设备进行检测后，可以收取检测服务费，收的资金存入省监测站账户。后来，资金转入无线电监测技术部。在夏平任省无委办主任期间，经他拍板同意，将服务费以津补贴名义8次向66名干部职工发钱，共计49.68万元。
为了自由支配检测服务费，省无委办以行业协会和一名省无委办干部为名义股东，注册成立了“天宇公司”。夏平任省无委办主任后，在明知检测工作是由省无线电监测站及所辖市州无线电监测站承担的情况下，仍同意由天宇公司继续收费。甚至在他的安排下，省无委办以四名干部为名义股东，先后注册成立了“天频公司”和“天地频波公司”来继续收取无线电设备检测服务费。
在夏平任省无委办主任期间，省无委办通过“天宇”等三公司收取无线电设备检测服务费共计2736.7万元，采取签订虚假合同、虚假发票入账等方式从中套取资金1236.45万元，然后以津补贴名义87次向82名干部职工发钱共计803.17万元，人均分得10.86万元。
对于私分国有资产，身陷囹圄的夏平悔悟道：“自己也担心组织上查处，但主观臆想不会轻易有人举报，因为谁要举报，他自己经济上要受损失，其他人还会怪罪他，似乎上了一把保险锁，现在看来多么自作聪明、自以为是。”
然而，悔之晚矣！
案件剖析
权色交易终是空，贪污腐败必会“亡”。
一名曾经奋发向上、受过表彰、得到重用的党员干部在金钱色诱的麻醉下，致使防线大开、贪欲膨胀、腐化堕落，终致以身试法，自毁前程，夏平腐败案中的教训不可谓不深刻。
夏平身为党员领导干部，理应追求高尚的道德情操和行为品质，自觉抵制金钱美色的诱惑。然而，生活作风问题成为了他防线中的薄弱环节，犯罪的毒瘤由此种下。事实表明，生活上的放纵，必然导致灵魂上的扭曲、物质上的贪欲、政治上的腐败。千里之堤毁于蚁穴，党员领导干部只要沾上美色搞不正当性关系，思想防线迟早会坍塌。
夏平收受老板们的贿金时，自以为与他们是多年的“朋友”，交往深，感情好，他们不会出卖自己。不去想这些所谓的朋友是由利益维护的，既然是权力寻租，就是相互利用的关系。实际上，这些老板与他交“朋友”，不是看中了他的人品、性格，而是看中了他手中的权力。对于这一点，他自己没有清醒的认识，犯错误就势在必然了。
